MEEE Regional Humanitarian Safeguarding Adviser (Eastern Europe) / RECRUITMENT IS SUBJECT TO FUNDING

Location: Amman, Jordan with 50% travel to Eastern Europe

The Regional Humanitarian Safeguarding Adviser (RHSA) will proactively support and strengthen child and adult safeguarding at every stage within humanitarian responses in Easter Europe, from the emergency preparedness stage, through to exit strategy planning. This role offers excellent opportunities for regional travel (up to 50%) and an opportunity to further develop specialist skills and experience in this important area of work.

The immediate focus will be on regional safeguarding planning and implementation related to the Ukraine refugee crisis. This will include coordinating capacity building, promoting safer programming, enhancing safer partnerships, delivering trainings, establishing metrics, meeting donor compliance, risk management and non-compliance reporting, supporting the mainstreaming of safeguarding throughout operations, especially when engaging directly with communities and through partners, and ensuring all activities and approaches are informed by regular consultation with communities. Additionally, this role will support the Human Resource department and recruitment managers to ensure Safer Recruitment processes and practices are applied, including ensuring gender-balanced teams to mitigate risks and improve access to reporting. S/he will be working closely with the regional and global safeguarding team, humanitarian response teams in Ukraine and neighbouring countries, to adapt & develop systems/procedures and enhance core safeguarding operational activities appropriate to the local context and reducing the high risk of SEAH and other harm being perpetrated by Save the Children representatives, design and delivery of our response. Additionally, this role will focus on regional capability enhancement of safeguarding within humanitarian responses across MEE region.

The RHSA should have a good understanding of the ways in which people experience overlapping- or intersectional -forms of oppression, discrimination and marginalisation based of aspects of their identify and how this impacts on how we prevent and respond to safeguarding violations.

The role will include close collaborative working with other technical areas (especially HR, Gender, Disability & Inclusion, Conflict Sensitivity , Child Participation, GBV, Advocacy, Media & communications, IT, Child Protection, Safety & Security, Fraud and MEAL) to help ensure our safeguarding practice in emergencies is robust, and will also involve supporting a safeguarding ‘lessons learnt’ process. They will design and deliver culturally and contextually appropriate, impactful information, communication and training products, provide administrative and research support, and assist in the implementation and tracking of the safeguarding aspects of our humanitarian strategy.

This role will also be responsible for increasing safeguarding engagement and awareness among CO and RO staff and deployable humanitarian staff in MEE, including on DATIX reporting and case management.

In the event of a major humanitarian emergency, the role holder will be expected to be deployed for up to 13 weeks at any one time and to work outside the normal job description and be able to vary working hours accordingly. S/he must be willing and available to be deployed with minimum notice.

KEY AREAS OF ACCOUNTABILITY:

Safeguarding Culture & Leadership

* Ensure that Safeguarding (for Child Safeguarding , Protection form Sexual Exploitation, Abuse and Harassment , Code of Conduct) policies , processes , systems and practice are understood, applied and embedded in the emergency responses in the MEE

* Provide quality and accessible advice, support and guidance to managers and staff across functions to integrate the core safeguarding operational activities into response strategies, design, planning, monitoring and delivery of programs.

* Drive the safeguarding strategy for Eastern Europe and ensure integration within the Ukraine and regional responses.

* Working across functions establish safeguarding plan for Eastern Europe /Ukraine Crisis and monitor progress against the plan. Provide regular reports to feed into the response management systems and updates to the region, centre and members.

* Improve accountability to children and adult at risk by driving excellence in humanitarian safeguarding in all emergencies.

* Work collaboratively with and provide advice to teams across all sectors/department within offices/responses to ensure joint safeguarding risk analysis – including systematic use of safety audits – and robust risk management is applied by country and regional management , including the identification, monitoring and mitigation of inherent, environmental, physical and organisational risks, as well as emerging risks.

* Partner with the program quality and impact and operation teams to enhance safeguarding awareness, prevention with program participants and in communities where Save the Children and its partners operate and the MEAL team to establish and promote safe, inclusive and accessible accountability systems, including Community Feedback and Reporting Mechanisms (CFRM) and ways to involve people if affected populations in the design, implementation of our operations and decisions that impact in their lives.

Continuous Improvement & Learning

* Regularly consult women and children to understand their preferred methods of reporting risks and incidents and work with safeguarding colleagues to adapt existing reporting mechanisms to respond to their specific needs/preferences

* Ensure all incident data is sex-disaggregated and regularly analysed, to understand trends in reporting and who is included/excluded from using available reporting mechanisms

* Undertake and or support the development of local safeguarding procedures in line with mapping of local external environment (legislation, cultural considerations, survivor support services etc.) in line with global guidelines and international protocols and standards.

* Support the capturing and sharing of lessons learnt on safeguarding in emergencies & adapting across MEE region.

* Identify potential tools, systems and approaches in order to develop a more innovative and cost effective way of mainstreaming safeguarding within humanitarian responses.

* Coordinate and distribute information and communications materials on humanitarian child and adult safeguarding, including but not limited to PSEAH, and adapt to the response context based on gender, disability inclusive and child conflict sensitive consultations.

* Work on preventing SEA and other Safeguarding risks through working with programme colleagues to empower women and girls.

* Monitor and strengthen safeguarding systems across humanitarian responses with Team leaders support and SMT.

* Ensure the inclusion of safeguarding in existing processes and tools such as the EPP as well as work to streamline processes and operations of COs responding to humanitarian crises.

* Support follow up on humanitarian safeguarding recommendations from Operations Control Reviews, Real Time Review deployments, Global Assurance Audits, and other donor-led safeguarding audits.

* Conduct deep dive reviews into responses and or system reviews when required.

Capacity Building

* Coach and build capacity for embedding Safer Partnership and Volunteer Management System. This includes supporting teams to build the safeguarding capacity of partners and volunteers.

* Deliver training/webinars on emerging trends or issues in safeguarding, embedding PSEAH and safer Programming, to deepen understanding of field, country and regional teams.

* Work with colleagues across functions to contextualise and deliver functional specific learning sessions e.g. Supply Chain, Construction, MEAL, Media and Communications, Emergency Health Unit.

* Support operations and programme teams to identify, mitigate and own the safeguarding risks associated with their areas of work.

* Coach and mentor a gender-balanced team of safeguarding leads, focal points in emergencies and identify candidates for deployment across the region.

* Coach and build capacity of Safeguarding Focal Points to operationalise Save the Children’s safeguarding framework in line with each country’s humanitarian strategy and Emergency Preparedness Plan (EPP) and the Safeguarding Humanitarian Procedure.

* Ensure gender-balance amongst Safeguarding Focal Points and a commitment within the team to address gender and other inequalities and the root causes of sexual exploitation and abuse

Case Management:

* Deploy to lead or oversee investigations for reported general safeguarding and SEAH serious allegations;

* Support the case management process on Datix to ensure internal and external reporting and responding timelines are met.

Collaboration & Networking

* Strengthen coordination with national, regional and international organisations and networks including but not limited to those providing survivor support services, involved in prevention of human trafficking, modern slavery and PSEAH.

* Support mitigation of potential reputational risk and escalate if safeguarding risks are not being managed or addressed.

* Deploy to emergencies in Eastern Europe and possibly to other regions, sometimes at short notice, to lead/support safeguarding, including PSEAH efforts and carry out activities on PSEAH.

Project & Proposal Development

* Provide technical support in relation to ensuring safeguarding is integrated into program/response design, proposal & budget development, donor compliance and ensure safeguarding risk assessments and mitigation are part of the process.

* Ensure translations are resourced within response budget, produced and disseminated.

In order to be successful you will bring/have:

Essential:

* 5+ years of previous experience of humanitarian work, or related work

* 5+ years of experience of child and adult safeguarding, PSEAH, Survivor support, or experience in a similar field such as child/human trafficking, gender equality, social work-children’s services/child protection, SGBV, preferably within humanitarian or insecure settings.

* Undergraduate or Masters in Social work Gender, Child Protection, Child Rights, Human Rights, Humanitarian Action, Anthropology, Development, Conflict or related degree

* Experience in managing and responding to Safeguarding reports and conducting investigations into serious incidents including , SEAH of children and adults;

* Experience living or working in a development context, emergency response contexts or fragile states.

* Excellent communication skills with proven writing and numerical experience in writing/editing briefing documents, monitoring reports and investigation reports.

* Proven attention for detail and ability to manage a high volume of data and information.

* Excellent interpersonal, verbal and written communication skills in order to deal tactfully and sensitively with a wide range of people in a large organisation, very often at a distance.

* Good team member skills, including the ability to be part of and organise, support, manage and develop a small team;

* Experience in designing and delivering training or workshops to diverse stakeholders.

* Ability to manage stress be flexible and accommodating in difficult and frustrating working circumstance.

* Strong verbal and written communication skills and command of English and another language from the Region is preferred.

* Commitment to and understanding of child rights, as well as of Save the Children’s aims, values and principles.

* Ability to take a proactive approach to problem solving, to recommend and implement continuous improvement initiatives.

* Willingness and ability to travel abroad at short notice.

* Ability and willingness to change work practices and hours , including travelling for extended periods of time

* Understanding of IASC principles relation to Sexual Exploitation and Abuse, CHS Humanitarian Standards, the CHS PSEAH index and other related protocols and minimum requirements in relation to PSEAH and safeguarding.

Desirable

* Experience living or working overseas in insecure locations.

* Monitoring, Evaluation, Accountability and/or Learning (MEAL) experience.

* Knowledge of Save the Children’s key sectors

* Strong presentation skills.

* Knowledge of international humanitarian systems, institutions and donors.

* Language abilities in Ukrainian, Polish, Romanian, Russian, Arabic.
