ELGIA

1. ORGANIZATIONAL OVERVIEW

ELGIA-Electoral Law and Governance Institute in Africa; is a regional electoral law, governance and institutional reform expert organization based in Kenya. ELGIA works to strengthen electoral processes, advance constitutional governance and electoral reforms, and provide institutional support to political and electoral institutions, collaborating with regional and Kenyan organizations dedicated to improving and advancing integrated, locally driven governance solutions. Our staff includes experts in Governance, Democracy, Elections Management, Political Parties, Gender Equality and Research analysis, thus creating a unique mix of capabilities to address today’s interrelated democracy and governance challenges. Our SEAIP project is funded by the US Government (USAID), yet we also work directly with and receive funding from a range of other donors. Projects implemented in Kenya are managed and overseen by ELGIA’s office in Nairobi Kenya.

2. RFA PURPOSE

ELGIA’s office in Nairobi Kenya is currently seeking qualified individuals (at Program officer, Program Assistant and Intern levels) in Elections Management, Political Parties programs, Gender and women inclusion, Public Accountability Programs, Communications, Legal drafting, Research and analysis, Election Dispute Resolution (EDR), Operations and logistics, Finance and Grant management and, Monitoring and evaluation in order to help us to successfully implement our programs. We are hereby soliciting applications from individuals who have expertise in these areas and are interested in being considered for employment, under which job descriptions would be issued for specific roles.

3. DURATION

ELGIA intends to issue employment contracts on a rolling basis and by end of March 2022. Each employment contract is typically awarded for a one-year term, with an option to extend for an additional one or two years. Extension will be based on overall performance of the employee during the first ten (10) months as well as on the continued need for such roles.

4. BRIEF ROLE DESCRIPTIONS for Employee Positions

Main duties and deliverables: ELGIA is an established organization seeking employees to provide support in project/program implementation. We are seeking to hire staff that we can rely on to assist with distinct roles over the next 1-3 years. This may be to meet requirements of a specific project, to support with backstopping and oversight functions, or to fill position vacancies in the ELGIA office. Examples of the types of roles needed include:

A. Program Officer Governance and Elections Management:**

A Governance and Elections Program Officer will provide technical, subject matter support to the program division. The Program Officer will be responsible for liaison and outreach to civil society organizations (CSOs), and technical assistance under the direction of the elections program manager during the upcoming electoral cycle. The PO will be expected to provide up to date analysis of the political environment and context, liaise and communicate with ELGIA partners, support the elections program team/staff in planning and implementation of program activities. The PO will work with other staff in the ELGIA office for successful implementation of the program.

B. Program Officer Monitoring Evaluation and Learning (MEL) and Communications Management.

The Program Officer Monitoring, Evaluation, Learning and Communications management will support the partner teams M&E efforts by providing expertise on the design, implementation and continued refinement of the project’s M&E plan. The M&E officer will help track the progress and effectiveness of ELGIAs’ work, and will analyze raw and collated M&E data for inclusion in program narrative reports. Other responsibilities include supporting the partner teams’ efforts to conduct, collate, analyze and report on the M&E data for inclusion in program reporting.

This role will also support the programs strategic communication function from time to time.

C. Program Assistant Elections Management programs:

The Elections Program Assistant will assist ELGIA to develop and implement tools and strategies to support the elections component under the direction of the elections program manager during the upcoming electoral cycle. Specific duties will include supporting program development, technical, administrative and financial management support, and oversight and knowledge management within the elections and governance program team.

D. Program Assistant Women and Gender inclusion programs:

The Gender Program Assistant will assist ELGIA to develop and implement tools and strategies to increase gender equality and women’s empowerment. Specific duties will include gender program development, technical, administrative and financial management support, and oversight and knowledge management within the women and gender inclusion program team.

E. Program Assistant Political Parties programs:

The Political Parties Program Assistant will assist ELGIA to develop and implement tools and strategies to enhance and strengthen the capacity of political parties. Specific duties will include political parties’ program development, technical, administrative and financial management support, and oversight and knowledge management within the political parties’ program team.**

F. Program Assistant Public Accountability programs:

The Public Accountability Program Assistant will assist ELGIA to develop and implement tools and strategies to support ELGIA’s public accountability programs. Specific duties will include public accountability program development, technical, administrative and financial management support, and oversight and knowledge management within the public accountability program team.**

G. Finance and Grants Officer.

The finance and grants officer will support the administration, monitoring and reporting for grants issued by ELGIA. Duties will include, but not limited to, risk assessment, site visits, review of financial and programmatic reports from grant recipients, and coordination regarding sub-awards with the ELGIA Program, contracts and grants team. Under finance he/she will coordinate bookkeeping and financial transactions for the ELGIA office. This person will compile semi-monthly financial reports and will liaise with program teams to meet requirements and maintain good financial practices and procedures. This person is expected to contribute directly to ELGIA project operations.

H. Administrative and Logistics Assistant:

The Logistics and operations assistant will provide administrative, logistical and procurement support for day to day activities of the office, he/she will also provide support in the preparation of reports, maintenance of files and records, and implementation of office procurements. In addition, he/she will provide general administrative support to the office, including copying and filing program documents.

I. Office Driver and Messenger:

The driver will be responsible for transporting office staff and consultants to meetings and events with project stakeholders to and from their points of workshops and the office. The driver will also work closely with the administrative and logistics assistant to provide operations and logistics support for the ELGIA office.

J. Program Interns-trainees (Various positions)

The intern will assist in day-to-day management of activities, including maintenance of files, tracking progress of work plans, attending relevant meetings, conducting field visits, and reporting, monitoring and evaluation of activities, as well as learn and participate in outreach activities including drafting success stories, documenting project information, writing regular updates, contributing to the weekly newsletters, site visit reports, and photographing events. Interns will work with different team members within ELGIA on a rotational basis and meet with the respective implementing partners to learn about ELGIA activities from different perspectives.

Education and Experience

  • University degree in political sciences, law, public policy/administration, international relations or similar;
  • Minimum of five (5) years’ experience in the field of electoral processes for officer positions and 3 years for assistant level positions;
  • Knowledge of the field of development co-operation more broadly; and more specifically democracy and election assistance;
  • Experience working with EMB’s or an organization dealing with national elections, Political Parties, Election Dispute Resolution and Advocacy is an asset;
  • For internship/trainee positions recent graduates (2019-2021) are preferred.

The successful applicant must be capable of supporting ELGIA’s programs. This RFA outlines the provisional role description for each role. The specific role description for each role will be outlined in the Job description that would be issued under the employment agreement that is executed with successful applicants.

Location of Work: This will primarily be in Nairobi Kenya. In some cases, the employee may have to travel to the relevant county (ies) in Kenya. Should the employee be required to travel to complete their roles, ELGIA will cover their cost of travel.

EVALUATION CRITERIA:

All submissions will be grouped by the roles/skills sets listed in Section 4-Brief Role Descriptions (A to J). They will then be reviewed, evaluated and scored based on the following key areas;

  • Relevant educational background, expertise, and experience in the areas of the above role descriptions.
  • Familiarity with relevant stakeholders/sector
  • Familiarity of the applicant with ELGIA, USAID as a donor and other relevant funders (UK government, foundations, private sector), and the sectors in which ELGIA works (Democracy, Governance and Elections, Gender and women inclusion, Political Parties and Parliament strengthening etc.)
  • Understanding of the context
  • Experience of the applicant in Kenya’s Democracy, Governance and Electoral sector; demonstrated understanding Kenya’s socio-economic and cultural context, including relevant experience working with key stakeholders.
  • Preferences will be given to applicants who are available immediately and have a clear willingness to support a medium- to long‐term relationship with ELGIA.
