Office/Unit/Project Description

The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life, as envisaged by 2030 Agenda for Sustainable Development. UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, TB and Malaria (Global Fund), and a co-sponsor of several other international health partnerships.

As a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects, while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time, completed in partnership with the Global Fund. When requested, UNDP acts as interim Principal Recipient (PR) in these settings, working with national partners and the Global Fund to improve management, implementation and oversight.

In Egypt, UNDP Country Office was nominated as Principal Recipient (PR) for the HIV and TB national grants by the Ministry of Health and Population and the Global Fund to fight AIDS, TB and Malaria since 2019. With the outbreak of COVID-19, through the C19RM funding mechanism, the Global Fund financed different projects to mitigate the impact of COVID-19 pandemic on the health system in General and the HIV and TB responses in particular.

In this context, UNDP in partnership with Ministry of Health and Population is implementing a project to upgrading a comprehensive medical waste management complex to effectively manage waste in order to protect public health and the environment against health hazards like COVID-19.

Scope of Work

Responsibilities

Overall, the Project officer will be responsible for the day-to-day running and management of the project, including overall coordination, planning, management, implementation, monitoring & evaluation and reporting of all project activities:

  • Prepare and update project work plans and submits these to the PMU and Ministry of Health and Population.
  • Convene the monthly and quarterly work planning and progress reporting meetings with the PMU and Ministry of Health.
  • Prepare TORs for key inputs (i.e., personnel, trainings, procurement etc.) and submits these to the PMU for review and approval.
  • Providing overall supervision and coordination of the project different activities to ensure timely implementation and the production of the expected outputs.
  • Draft and prepare TORs for medical waste treatment equipment and services; their procurement, testing, and acceptance.
  • Assume direct responsibility for managing the project budget by ensuring that:
  • a. project fund is made available when needed, and is disbursed properly,
  • b. expenditures are in accordance with the project document and the existing project work plan,
  • c. accounting records and supporting documents are properly kept,
  • d. required financial reports are prepared.
  • Prepare project progress reports of various types and the Final Project Report as scheduled.
  • Ensures UNDP’s financial, asset and health product (including quality control, insurance) management policies, procedures, and SOPs are followed and validated by internal reviews.
  • Perform site visits and inspections at project implementation sites during various implementation stages (site visits, trainings, etc.)
  • Monitor and evaluate the projects implementation and take necessary actions to resolve any issues.

Institutional Arrangement

The project officer will work under the overall guidance and supervision of Assistant Resident Representative, the Social Inclusion and Local Development Team Leader and in close coordination with the Programme Management Unit (PMU) under the direct supervision of the Programme Manager.

Minimum Qualifications Of The Successful NPSA

Min.

Education Requirements

  • Advanced university degree (master’s degree or equivalent) in Environment, Waste Management, Project Management, Social Science or relevant related field is required, or
  • A first-level university degree (Bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Min. Years Of Relevant Work Experience

  • Up to 2 years (with master’s degree) or minimum 2 years (with bachelor’s degree) of relevant experience at area of project management for medical waste management.
  • Experience coordinating and liaising with government agencies and/or donors is required.

Required Skills

  • Strong knowledge, experience and skills in project management, reporting, monitoring and evaluation, partnerships.
  • Good technical experience in managing health project, environmental and climate action projects.

Desired skills in addition to the competencies covered in the Competencies section

  • Experience in managing health care waste management projects is an asset.
  • Working experience and familiarity with the programming cycle (planning, monitoring, reporting and evaluation) and knowledge of resource mobilization is desired.
  • Familiar with the work of international organizations and UN system is desired.
  • Demonstrated experience in working on projects executed at the national level, particularly involving government entities, development partners, and/or international agencies is desired.
  • Strong knowledge, experience and skills in building development programs.
  • Strong leadership and communication skills and experience.

Required Language(s) Fluency in English and Arabic are required.
