Medical Officer Cell 3 (m/f/x)

CONTEXT

The Medical Officer is an essential medical position inside the Cell. He/she supports the medical coordinators to safeguard the medical quality of the projects. It is a critical position to ensure a strong overview and support in the preparation and implementation of our projects. This position is not tied to any specific context. Countries are indicative, as a re-shuffling of the portfolio within the operations department occurs on a regular basis. Cell 3’s portfolio includes mainly east African countries such as Kenya, South Sudan, Sudan and Eritrea. It also comprises Sierra Leone and Haiti. In 2022, Sierra Leone will be handed over to another Cell, whereas Cell 3 is likely to integrate Ethiopia within its portfolio.

RESPONSIBILITIES

Core function is to enhance/optimize the operational support to the field

· Supports the Medical Coordinators (Medcos) in the implementation of the medical strategy of the mission and of quality of care.

· Supports the mission in the follow up and analysis of the medical activities, supporting the revision of medical reports, and feeding field teams with report and analysis. Proposes improvement of existing tools such as dashboard and internal control tool in medical program management, in particular for follow up and evaluation of quality of care and surveillance.

· Provides regular support to medical coordinators for the follow up of projects implementation; provide ad-hoc support where extra support to the medical coordinator is welcomed.

· Follow up the medical orders & forecasts and approve within agreed frame with strong interaction with supply officer.

· Regular follow up of HR needs and matchings with HRO; briefing and debriefing of key medical position in the mission.

· Engages in the medical support to the occasional emergency responses in our fields.

· Provides First line follow-up of specific technical files to be defined according to specific experience in accordance with the Medical Deputy Co.

· Revision and validation of staff health policies: expat and national with Medical Deputy Co.

· Replaces the Medical Deputy CO in medical meetings, when absent. Engages with medical referents bilateral or facilitate group discussion to support to the projects.

· Attends to Medical Department Meetings Participates in relevant circles.

· Field visits will be shared between the Medical Officer & the Medical Deputy CO.

· Be ready to gap-fill in the field for Medco position and for explo/emergency need

PROFILE

Education

· Medical or paramedical degree

· Degree in Public Health or Epidemiology and/or basics in Humanitarian law is an asset**

Experience

· Minimum 3 years of experience in the field with MSF

· Minimum 1 year of experience as Medical Coordinator

Languages

· Fluent speaking/reading & writing in English and French

CONDITIONS

· Expected starting date: 15th March 2022

· Contract type: CDD (2 years), extensible, full-time

· Location: Brussels

· Salary according to MSF-OCB HQ grid – Hospital Insurance (DKV) – Pension Plan – 100% reimbursement for public transportation costs
