GENERAL CONTEXT

The MSF movement is built around six operational directorates. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona and decentralized in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Human Resources Department, of which the Learning Unit is one essential component.

JOB ENVIRONMENT AND GENERAL OBJECTIVE

MSF OCBA Learning Unit is integrated in the Human Resources Department and works closely with MSF-OCBA departments with the objective of guiding definition of appropriate learning strategies to respond to the diverse needs of the missions, teams, and individuals across the organization. The learning needs addressed range from induction to managerial to technical topics relevant to the activity of the different areas and Departments (Medical, Logistics, Operations, Human Resources, Finance, etc).

The Learning Unit is in charge of providing L&D advice to the organisation, generating learning solutions, tools and processes, and directly coordinating the most formal part of the learning offer. The Learning Unit is structured around 3 main activity areas (Learning Solutions, L&D Field Support and Administration Services).

The Medical Learning Programs Field Deployment Coordinator will oversee the adequate planning, organization, implementation, monitoring and continuous improvement of a defined catalogue of training programs including the Helping Babies Breathe (HBB) suite of courses plus a series of SRH, SV, Neonatology and Paediatrics course to be implemented by a pool of Flying Facilitators. Additionally, s/he will also act as Learning Unit Simulation Focal Point contributing to the integration of simulation methodologies in different learning solutions.

This position is integrated at the Learning Unit L&D Field Support Team and will collaborate closely with the Medical Department L&D Advisor, relevant Technical Referents and the Simulations Program Lead. This position reports hierarchically to the Head of the Learning Unit and functionally to the Medical L&D Advisor.

MAIN RESPONSIBILITIES AND TASKS

1. General Responsibilities for Learning Programs Field Deployment:

  • Supports the annual analysis of learning needs and definition of required L&D field interventions to promote the development of staff capabilities according to medical-operational priorities and in response to field requirements.
  • Prepares annual training schedule and activity plan for the implementation of the HBB training strategy and deployment of training programs to be covered by pool of flying facilitators ensuring the adequate coordination and collaboration with the Medical L&D Advisor, Learning Unit Field Focal Points and Mission Coordination Teams.
  • Runs specific Learning Needs Assessments (LNA) in collaboration with Medco and/or PMR and adapts training programs to meet mission requirements.
  • Oversees the planning and organization of planned training events in coordination with Field HR Teams and Learning Unit Administration Services to ensure timely provision of required resources for training delivery including training materials, equipment and dissemination/information to relevant stakeholders.
  • Ensures preparation and support to pool of flying facilitators through the provision of ongoing training and coaching on facilitations skills and adult learning principles.
  • Proposes adjustments to training methodologies to best meet staff needs and taking into consideration feedback from facilitators, technical referents and course participants.
  • Promotes a blended approach to the coordinated programs contributing for the gradual use of available online solutions in combination with the face-to-face courses.
  • Promotes post-course implementation evaluation to assess how staff is applying new skills and identify factors that may be preventing performance improvement.
  • Collects and consolidates data on HBB/Flying Facilitators field training activities (and relevant regional/centrally organized courses) and provides regular reporting and analysis on program implementation outcomes and improvement needs.

1.1 HBB Program Management:

  • Ensures strategic alignment and yearly program planning jointly with Paediatric Advisor, Medical Learning Referent and Med-Ops stakeholders.
  • Assesses the HBB training needs reflected at Mission Learning Plans.
  • Identifies needs for additional ToT (training of trainers) and /ToF (training of facilitators) support.
  • Assesses the need of selecting and preparing Master Trainers to ensure the deployment of facilitators in all the planned Missions.
  • Coordinates the organization of HBB Courses (central/regional/mission events).
  • Designs communication plan and materials to promote general awareness about HBB as a solution to contribute to reduction of neonatal mortality.
  • Ensures Program awareness and communication, integration of HBB courses in standard MSF learning services catalogue (Training Calendar, Brochure, Ookis site), promotes communication campaigns to address specific audiences as required (Medical Coordination, Line Managers/Activity Managers, HR (Pool Managers, HRCo/PDM) and HBBs courses target groups).
  • Engages with Missions for local needs assessment to define competency gaps and need for course implementation, identify learning conditions and potential challenges to be addressed, through HBB Deployment Questionnaire + HBB Implementation Plan/ToR.
  • Updates the documents needed in the Learning Management System (Tembo) to organize HBB courses: course schedule and mission follow-up plan, the HBB Provider implementation instructions and checklist, Facilitator support material, and others such as Participant list template and attendance database.
  • Provides advice on support practices to foster implementation of neonatal resuscitation competencies.
  • Ensures training attendance data recording in SAP and Homere.

1.2 Learning Flying Facilitators Strategy:

  • Support of the development of flying facilitators strategy, and implementation plan in collaboration with Medical L&D referent and specific referents.
  • Coordinates the Flying Facilitators: timetable (dates, plans, pre-activities) / follow-up / resources needed.
  • Work with the referents and flying facilitators according the technical areas to ensure provision of requirement training materials.
  • Assess need for adaptation of learning methodologies of the given training programs, (ex. Existing trainings inside of SRH and PED package to adapt to simulation trainings).
  • Consolidate and report on lessons learnt to capitalize the strategies and propose recommendations.
  • Since is a developing strategy more responsibilities might be added later.

2. Responsibilities as Learning Unit Simulation Focal Point:

  • Develops good understanding of MSF Field Simulation strategies, methodologies, and available tools; should do online and F2F simulation courses plus 1 field visit (2/3 weeks) to facilitate simulation training.
  • Based on annual (Mission Learning Plans) and ad-hoc needs assessments, identifies learning needs and opportunities that may be addressed with a simulation intervention and reviews these with MSF Field Simulation Team.
  • Proposes use of simulation in response to learning needs identified at field level as well as in different learning solutions developed by the Learning Unit.
  • Contributes to the monitoring and evaluation of simulation activities implemented in the frame of Learning Unit deployed solutions.
  • Acts as a Simulation technical referent in the Learning Unit and contributes for the gradual update or integration of simulation methodologies in learning solutions.
  • Participates in the design and development of capacity building strategies in simulation joint with the referent of simulation (MSF Field simulation team or others).
  • Support and participate in capacity building activities on simulation developed at field and HQ level.
  • Maintains regular reviews with MSF Field Simulation Team to keep up to date with Simulation initiatives and developments and promote alignment and coordination with Learning Unit projects.
  • Member of MSF Field Simulation Community practice, and in the MSF field simulation platform.

SELECTION CRITERIA

  • Certificated/qualified degree in medical sciences field.
  • Solid experience in coordinating training programs and implementing different learning modalities (face-to-face, distance and one-to-one learning).
  • Knowledgeable of adult learning principles and its application at program design and development.
  • Experience in delivering training and facilitating student-centred learning strategies.
  • Experience with Training of Trainers / Facilitators programs and performance support methodologies.
  • Experience in designing and implementing simulation activities.
  • A minimum of three years of work experience in MSF field missions or other similar NGos with medical and/ or pedagogical experience is required.
  • Ability to communicate and engage effectively with diverse and cross-functional stakeholders and establish collaborative work approaches.
  • Capacity to combine intensive teamworking with a strong degree of autonomy and proactivity.
  • Strong planning and prioritization skills and ability to adapt plans in an agile manner in response to evolving field needs and contextual factors.
  • Proficient English and French is a must (Spanish, Arab or Portuguese are an asset).

CONDITIONS

  • Position based in any MSF OCBA Hub (Barcelona, MSF-Spain delegations, Amman, Dakar or Nairobi). Final location will be subject to the employability of the preselected candidate (residency, work permit, etc.).
  • Contract duration: permanent contract – minimum commitment of 3 years.
  • Full time job (40 hours per week).
  • Annually gross salary: HQ- 3A (divided in 12 monthly payments) + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
  • Starting date: June 3rd, 2022.
