CONTEXT

The “Learning Solutions” and the “Learning Support” circles are part of the People Development Hub of MSF OCB (Operational Center Brussels) which provides Learning & Development (LnD) support to people, projects, countries & departments in order to build capacity and capabilities to meet MSF operational needs.

The Learning Solutions circle defines and develops learning opportunities which aim at narrowing the gap between MSF staff expected competencies and their real skills to perform better in the current role and to allow them to grow in the organization The circle also contributes to the development of the organization by providing learning resources in a timely manner, adapted to the operational needs/expectations.

As Medical Learning Officer you are the focal point for LnD topics for the medical department. You work transversally with OCB’s medical and operational departments, that span multiple locations, to co-create an LnD strategy for the medical domain that reflects the LnD vision and the MedOps strategies. You are a key contributor for defining and managing the learning offer for the medical domain.

You work under the Learning Solution Team leader and the Medical Technical Manager and in close collaboration with the other LnD members as well as with the medical subject matter experts. You network with other internal and external stakeholders involved in other LnD initiatives (ie. MSF Academy for health care, MSF UK GHHM….)

REMARK: The LnD team is re-designing its setup. The JD is anticipated to evolve to incorporate more strategic elements. The process of evolution will impact the new team member, but it also demands flexibility to adapt to this change. Depending on when the new team member starts, there might also be an involvement in the design phase.

RESPONSIBILITIES

  • Definition of the learning and development strategy around Medical domain for OCB

    • Co-design the LnD strategy for the medical domain/expertise with medical leadership and subject matter experts
    • Contribute to the analysis of skills/competencies needs by medical domain/profession (= professional path and competencies frameworks) that are defined according to medical/operational priorities
    • Analyze demand/needs made by other departments and countries where MSF works and see how these can complement the Medical LnD strategy
  • Implementation of the learning strategy around Medical topics for OCB

    • Support the realization of the strategy in a learning program, integrating various learning solutions (face-to-face, online tutorials, etc.), and considering pedagogic methods proven to be successful in the MSF context
    • Contribute, with other members of the LnD and Medical department, to develop leaning solutions/opportunities, tools & guidelines
    • Contribute to the development of processes and tools to reinforce mission/project capacities to assess and address medical professional development
    • Contribute to the development of field-based learning opportunities and solutions
    • Contribute to the analysis and setup of course certifications (= employability and recognition of professional experience and training)
    • Contribute when requested and/or needed to searching external learning opportunities
    • With the Learning Support circle, ensure the deployment of the medical learning offer as per defined plan
    • When necessary, supervise the implementation of first-time learning programs
    • Define and monitor the Med LnD budget in line with the prioritization defined
  • Team Management

    • Hierarchical management of Learning Officers Support
    • Identify & supervise course coordinators, experts and facilitators. Ensure pedagogic coherence between objectives and trainers’ methods together with LnD Support Services
    • Develop own and team pedagogic expertise in order to permanently contribute to the evolution of training practices and tools
  • Internal and External Collaboration & Communication

    • Take part to the intersectional and external meetings
    • Take part in the LnD team meetings and Medical department team meeting
    • In collaboration with the LnD Support Services, contribute to the setup/follow-up of a pool of facilitators
    • Facilitate the sharing of good practices and information amongst the course organizers and other internal and external stakeholders

REQUIREMENTS

Education and experience

  • Paramedical, Public Health or medical degree
  • Degree in adult learning, organizational development or equivalent or 2 years’ experience in these domains is a key asset
  • Proven track record in pedagogy/training and learning program development (mandatory)
  • MSF experience or past professional experience in similar contexts as the ones in which MSF is active is a great asset
  • Experience working with medical experts
  • Experience in Project Management is an asset
  • Experience in People Development is an asset

CONDITIONS

  • Expected starting date: As soon as possible
  • Location: Brussels (Belgium)
  • Field visits once or twice year
  • Contract type: Open-ended contract – Full time
  • Salary according to MSF-OCB HQ grid
