POSITION SUMMARY:

The Medical Director, Emergency Response will be responsible for guiding the health technical program development and start up as needed in the event of a rapid or slow onset response to crises. This will include assessments, design, and delivery of the full gamut of public health interventions in collaboration with the emergency response unit. The position is focused on delivery of high-quality health technical programs in high risk and high stress, and/or resource-deprived settings where the ability to develop, lead conceptualize and synthesize rapid needs assessments to inform programming and institutional donor proposals is a must. This position will involve high levels of coordination and management as well as representation at global and field levels as needed. The Medical Director will make frequent visits to the field sites during rapid and slow onset emergency responses and be a part of the core team of first responders at the onset of an organizational response and play an active technical leadership role. The position holder will possess high levels of aptitude, initiative, and passion for working in emergency settings and the ability to work closely with field teams for extended periods of time. The position holder will have knowledge of and adherence to best practices and compliance with organizational, donor and internationally recognized standards for health, humanitarian assistance, and protection in emergency settings.

PRINCIPAL RESPONSIBILITIES:

• Assist HOPE Emergency Response Director and field teams in ensuring that programming is of excellent technical quality, aligns with HOPE strategic objectives and with rapid/onset emergency and complex humanitarian emergency institutional donor guidelines and requirem
• Ensure HOPE Emergency Health sector programs comply with evidence based practices across core emergency health sector response areas including primary health care, SRH, MNCH, communicable and non-communicable diseases, MHPSS and integration of interrelated sectors: i.e. WASH, Protection, Livelihoods.
• Lead, coordinate and disseminate Emergency Health sector strategy, models, and best practices.
• Work with HOPE Emergency Response Director, M&E Director, and country leadership to ensure coordinated collection, analysis, documentation and dissemination of HOPE Health in Emergencies alignment and compliance with evidence-based practices.
• Ensure that emergency health sector programs and project designs are aligned with ER/Humanitarian health sector response internal and external strategic priorities.
• Design and lead trainings in relevant health technical areas targeting HOPE staff, partners, beneficiaries, and other key stakeholders as required.
• Assist technical and M&E teams with carrying out systematic ER/Humanitarian response after action and periodic reviews to analyze lessons learned, impact and technical quality of health sector interventions carried out.
• Promote and roll out after action review recommendations through development of technical documents and training modules for in country technical teams as needed.
• Ensure technical review of reports, concept notes and proposals to private and institutional donors and adherence of these to international best practice standards.
• Work closely with M&E Department to contribute to the development and tracking of outcome/ output program/project indicators against program M&E and program planning matrices, to track planned activities and ensure their timely completion.
• Review the existing monitoring tools during the field visits/ joint field visits to ensure that the programs implemented are technically sound.
• Assist with development of health sector baselines, designs, proposals, evaluations as per need and program requirements.
• Provide technical support to disaster responses as directed by line management.
• Coordinate closely with HOPE Global Health Department, to ensure a cohesive technical approach to rapid onset disasters/emergencies and complex humanitarian emergencies.
• Participate and represent HOPE HQ at inter-agency meetings, Global Health Cluster and donor meetings as needed to expand on HOPE Emergency health technical capabilities, response plans, lessons learned.
• Assist with Identify potential technical partners to work together and scale up emergency responses/operations.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

• Medical degree and MPH required.
• Minimum 8 years of international working experience in a technical or management public health role, with a minimum of 4 years of overseas management/provision of health technical assistance in varying emergency or humanitarian contexts.
• Demonstrated ability to provide expert health technical guidance for onset disaster emergencies and/or complex humanitarian emergencies with high performing teams through clear vision, direction, and communication.
• Proven track record of training and capacity strengthening of staff, partners, and other key stakeholders involved in health and humanitarian interventions in emergencies.
• Ability to design effective health program interventions in emergency settings, establishing clear objectives and SMART indicators, defining budget inputs, and developing project work plans.
• Strong understanding and familiarity in all or a large subset of the following health sector and interrelated areas in emergency contexts: primary health care, sexual and reproductive health, communicable and non-communicable diseases, protection, GBV, and MHPSS.
• Expert knowledge of integrated programming in emergencies, e.g., Health, WASH, Protection
• Ability to present effectively at conferences and events as needed.
• Excellent interpersonal, diplomacy, and negotiating skills.
• Deep understanding of key donors in health such as USAID/BHA, BPRM, Bill and Melinda Gates Foundation, UN agencies—including but not limited to UNICEF, UNHCR, UNFPA, WHO/PAHO among others.
• Experience in non-traditional funding/private/corporate funding and U.S. domestic resource mobilization an advantage.
• Willingness to travel to disaster settings and complex humanitarian crises on short notice.
