Main Purpose

Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population

Accountabilities

HRM & Staff health:

  • Participate in the review and implementation the health policy for national staff, including approval of NS health bill within agreed upon authorization limit
  • Active involvement in the assessment & identification of designated medical institutions (DMIs) for national staff/their dependents and referral facilities for patients, in collaboration with the Medco and Hospital coordinator/MTL
  • Support the Medco in briefing of the newly recruited staff at CXB on NS health policy, sick leave procedures and preventative measures
  • Responsible for day-today supervision of referrals nurses in CXB and Chittagong(functional line manager) , ensure regular checking of the invoices submitted by referrals nurses; before final submission to the hospital coordinator/MTL for project approval
  • Responsible for vaccination of CXB coordination staff and support the field team in following up of vaccination status of national staff, to ensure that all staff receive vaccination according to the in the national staff health policy
  • Approval of sick-leave confirmation for national staff if justifiable, in the absent of/in collaboration with the MedCo/Deputy MedCo.

Logistics and medical supply management:

  • In collaboration with the Medco and supply team, supports the Hospital coordinator, MTL and pharmacist with TSR review and gives feedback to project
  • Support the Hospital coordinator/MTL and pharmacist in analysing monthly consumption reports from the project, as well as giving proposal on actions to be undertaken
  • Participates in the MSL and FMC review in preparation for IMO, according to OCA ordering cycles
  • Support the MTL/project with supply management, check deviations in the trends and regularly gives feedbacks to the Medco on supply issues.

Representation & networking:

  • Represent MSF as delegated by Medical Coordinator in sector meetings and meetings with other partners and government officials
  • Support of the medical coordinator with the stakeholders’ mapping (e.g. organigram of MoH, Health actors (local & International) etc.). These include collecting and Keeping updated useful contacts of national authorities and that of other stakeholders in Cox’s Bazar/Bangladesh/national level
  • Support project teams if requested and delegated by Medical Coordinator for local-level representation to health officials in Ukhiya Upazila or inside the camps, such as camp-level sector meetings etc.

Other specific tasks:

  • Participates in emergency interventions and responses in and out of the projects, as deems necessary by the mission
  • Takes note of issues that may exclude some patients from accessing MSF’s health care services, and discuss them with the Hospital coordinator/MTL, PC, Medco and or Emco
  • Fill the HR gap in the project, particularly when the respective projects is not able to provide adequate coverage with the available medical team members.

Requirements

Education

  • Essential Bachelor’s degree in Medicine (MBBS/BDS). Masters in Public Health is preferable.

Experience

  • Essential training or experience in tropical medicine and/or public health
  • Experience working in a developing country
  • Desirable emergency experience & experience in program management
  • Essential minimum 2 years clinical & public health experience

Language

  • English and Bangla language essential.

Position details

Contract length

  • 12 months’ contract with possibility of extension

Benefits

  • Salary according to level 9 of the internal MSF salary grid, which is 117,100 BDT gross. Two annual leave days per month worked. Medical insurance for employee and direct dependents.

Location:

  • Bangladesh Coordination Cox’s Bazar office.

  • No relocation allowance shall be provided
