Media campaign consultancy on de-stigmatisation & consumer awareness /behavioural change on plastic waste collection and recycling

1. Who is the Danish Refugee Council?

Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement. Active in 40 countries with 9,000 employees and supported by 7,500 volunteers, DRC protects, advocates, and builds sustainable futures for refugees and other displacement affected people and communities. DRC works during displacement at all stages: In the acute crisis, in displacement, when settling and integrating in a new place, or upon return. DRC provides protection and life-saving humanitarian assistance; supports displaced persons in becoming self-reliant and included into hosting societies; and works with civil society and responsible authorities to promote protection of rights and peaceful coexistence.

DRC’s work covers all aspects of refugee issues based on humanitarian principles and human rights. The overarching mission for DRC is to assist and protect refugees and to empower them towards a better future. DRC strives to provide sustainable solutions for refugees, displaced people and host communities coupled with the objective of enabling those they assist to live dignified lives. DRC Operates in line with its values that is Humanitarian Approach, respect, Independence and neutrality, Inclusion, Honesty and transparency.

2. Purpose of the consultancy

The Danish Refugee Council based in Kenya seeks proposals from a consultant to develop and produce audio-visual materials that can be used to conduct media campaigns focused on de-stigmatization of waste pickers and consumer awareness / behavioural change as part of strengthening Kenya’s plastic waste collection and recycling ecosystem as well as produce an annual project video (overview, highlights and status).

The media/communication material produced in the assignment should also be able to inform DRC and partners advocacy & lobbying on inclusivity (access to work for refugees, sim card, gender, youth), safe work environment and increase local (Kenyan) expertise on recycling technologies and business model and materials research. The media materials should take into consideration the guidelines for DMDP communication and visibility.

3. Background

The Danish Refugee Council (DRC) in partnership with Unilever and Mr. Green Africa (MGA) funded by Danida Market Development Partnerships (DMDP) is implementing a project titled “Fair Recycling: an inclusive and formalised plastic recycling ecosystem in Kenya”. The goal of the project is to integrate informal and marginalised waste pickers and refugee-communities in Kenya in a formalised plastics recycling value chain, resulting in increased income, decent jobs and safer work conditions. The project leverages the work of DRC and commercial partners to implement innovative and financially sustainable impact-interventions in the value chain, facilitating inclusive socio-economic growth opportunities and access to the formal economy for waste pickers and refugee-communities.

The project is required to conduct media campaigns focussed on de-stigmatization of waste pickers and on raising consumer awareness and to promote behavioural change regarding plastic recycling habits as part of strengthening Kenya’s plastic waste collection and recycling ecosystem as well as produce an annual project video (overview, highlights and status) to be shared with the donor and other relevant external stakeholders.

4. Objective of the consultancy

The purpose of this consultancy is to;

  • Develop media campaigns materials in different strategic and agreed formats focused on de-stigmatization of waste pickers and on raising consumer awareness and to promote positive behavioral change regarding plastic recycling habits.
  • Produce one annual project video highlighting project overview and status.
  • Communication materials to inform DRC and partners advocacy & lobbying on inclusivity, safe work environment and increase local (Kenyan) expertise on recycling technologies and business model and materials research.
  • Support DRC on a workplan to roll out the proposed campaign, conveying the desired messages to the target audience.
  • Support DRC to develop a monitoring and evaluation tool on impact of the campaign.
  • English voice or subtitles – on an as needed basis
  • Photos of the project implementation and action (beneficiaries, recycling etc.)

The consultant will be required to;

  • Review of program documents and preparation of inception report and data collection tools for review and feedback
  • Review of existing secondary literature to inform the development of conceptual framework, campaign material and data collection tools
  • Develop the data collection schedule, campaign material dummies/prototypes and select respondents to participate in interviews
  • Select and Lead training of data enumerators/designers
  • Conduct data collection and or prototypes development
  • Perform data quality checks to ensure accuracy, validity and integrity of data collected
  • Conduct data cleaning, processing and analysis
  • Prepare and submit a draft report and other products for review and feedback
  • Validate findings with DRC and project partners i.e., preliminary Presentation of Report
  • Submit final report and annexes

5. Scope of work and Methodology

The Consultant will be required to prepare a detailed methodology and work plan indicating how the objectives of the project will be achieved, and the support required from DRC.

The consultant is required to support DRC and its partners to design, develop and formulate a detailed media audio-visual material and its schedule to support the project media campaign and advocacy execution. The assignment is also meant to ensure that core messaging as per the project design is consistent throughout all communication touchpoints or stakeholders engagement matrix including recommendation on specific touchpoints for the strategic media materials to be developed.

Activities

  • Review project proposal media and advocacy tasks requirements (studies conducted as a resources) and provide feedback to ensure expectations between DRC/partners and the consultant is aligned.
  • Collect partner input, review and integrate into the media and advocacy elements – guided by the project proposal and donor media/communication guidelines as well as manage commercial and non-commercial expectations.
  • Conduct a review and analysis of the target audience or stakeholders for the consultancy end product and propose a communication approach and media tools to be used for the campaign – message for the desired change.
  • Develop detailed workplan or workflow (scenario) on how the appropriate information and materials will be gathered and produced or steps each will take.
  • Join project partners meeting or at the invite of DRC to converse about the assignments progress, challenges faced for remedial actions.

6. Deliverables

The Consultant will submit the following deliverables as mentioned below:

Phase 1

After mobilization and initial discussions with the project team, the firm will submit an inception report with a detailed work-plan / timeline

Phase 2 – Analysis

Intermediate report

Report on the validation of the draft content, review & strategy

Working meetings, discussions, field visit

Collect data.

Draft Campaign Strategy and associated Policy Recommendations for review by the project team and management, incl. confirmed list of content to be produced;

Full package of draft content (graphical, video, audio, texts etc.) for review by the project team;

The Consultant will provide the documentation by mail, email USB key /Word, Excel,PowerPoint,PDF.

7. Duration, timeline, and payment

The total expected duration to complete the assignment will be no more than 30 working days.

All deliverables should be achieved within this period and should be informed by a workplan describing deliverables items and corresponding days.

  • The consultancy payment schedule will be informed and guided in accordance with a signed contract and donor compliance rules (this among other things includes discretion to impose penalty on or withhold payment due to reasons of sub-standard quality work) as well as based on financial proposal submitted by the consultant.
  • All or any personal or bio data of community members and staff collected in the course of this consultancy is subject to the DRC Kenya Data Protection Policy and is owned exclusively by DRC Kenya – at termination of the consultancy, any/all personal/bio data must be returned to DRC Kenya in hard and soft copy.
  • DRC is not liable for providing insurance cover to the Consultant. The Consultant is expected to provide own travel and health insurance.
  • Consultants must adhere to DRC Kenya security rules and procedures
  • DRC is obligated by the Kenya Revenue Authority regulations to conduct 5% withholding tax from the consultancy fee gross amount.
  • On or before the end date of the contract, the consultant will submit to DRC Kenya all materials collected during the performance of the contract.
  • Any extension of the Contract Term shall be in writing, signed and dated by both parties.

8. Proposed Composition of Team

Key personnel shall include the following specializations:

  • Team Leader: Experienced advocacy and communications professional with at least 10 years of work experience, preferably including in Urban areas and with public service providers; the team leader will be responsible for coordinating the team, communications with the project manager and the project team, and the overall direction, quality and timeliness of all outputs;
  • Socio-Cultural Specialist / Anthropologist: This specialist will ensure that messages and graphic elements of the public awareness campaign are framed in a manner that is effective and appropriate in the local cultural context. The specialist must have a proven track-record of work in Nairobi and knowledge of local language dynamics(sheng) prior experience in the waste management/Environment public health sector would be an asset;
  • Humanitarian Sector / Protection / Gender Specialist: This specialist will help refine messaging and ensure that final content is focused on relevant plastic waste picking/refugee/ people of concern priorities, and communicates these clearly and accurately (e.g. best-practice, locally appropriate advice on waste management);
  • Graphic Designer: Experienced graphic designer with background in advertisement and keen sense of how to communicate core messages effectively through images and graphic design;
  • Video/Audio Editor and Animator: Experienced video/audio editor, preferably with ability to implement animations (e.g. in Adobe After Effects / Animator);

The firm may include a budget for local artists to support design or other outputs (e.g. voice-overs) in a locally appropriate manner.

9. Eligibility, qualification, and experience required

The firm is expected to meet or exceed the following requirements:

  • Experience in consulting / advising on Advocacy and corporate communications, preferably including the public sector in Kenya;
  • Proven track record of designing and planning advocacy and creative communications campaigns, preferably in the context of public services/environmental protection/behaviour change;
  • Prior exposure to the waste management/sanitation/public-health sectors strongly preferred;
  • Proven experience translating core messages into effective products across multiple mediums (e.g. graphic design for billboards/fliers/posters; audio- and video-production capacity; event organization etc.);
  • Prior experience in Humanitarian sector and conflict sensitive/ child labour areas advocacy and communications context;
  • Ability to operate fluently in English, and local languages;

10. Technical supervision

The consultant will closely work and report to the DRC urban program advocacy/communication officer who will act as the primary point of contact for DRC for this assignment. However, the DMDP Project Manager will be the overall contact person for the consultancy agreement. The consultant will be required to provide regular update on task (progress and challenges) to be agreed in the initial planning meeting.

11. Location and support

The DRC Urban office is located at Eastleigh PCEA Community Centre on 3rd Street.

12. Travel

There are no travels required but the assignment will be carried out within Nairobi and select towns from the neighbouring Counties of Kajiado, Kiambu and Machakos. The consultant will make own travel arrangements to these target areas.

13. Submission

Interested applicants who meet the required profile are invited to submit an expression of interest including:

  1. A suitability statement including CV of participating consultants with details of qualifications and experience.
  2. Narrative and financial proposal providing cost estimates and consultancy fees.
  3. Evaluation of bids

The Proposal Evaluation will be Evaluated Against the Following Criteria

Each proposal will be evaluated against a weight allocation of 70 for the technical proposal and 30 for the commercial (financial) proposal. The total maximum obtainable points are 100.

1. Technical evaluation – maximum points 70

Relevant experience in similar type of work – 20

Organizational and technical capacity of the applicant – 50

2. Financial Proposal (Budget). Maximum point: 30

Technical proposal evaluation.

Proposals passing the minimum technical pass score (49 point- 70% of the maximum points obtainable for technical proposal) will continue into the financial proposal evaluation

Financial proposal evaluation: The lowest price proposal will be awarded the full score assigned to the financial proposal.

Recommendation. The recommendation for award will be based on best combination of technical and financial score.

Final award and contracts. Based on verified nominations and final scores, contract negotiations could be initiated with one or more successful proposers.

The DRC evaluation team will select the proposal which is of high quality, clear and meets the stated requirements and offers best combination of technical and financial score.

Only those shortlisted will be contacted for an interview with the panel to ensure their understanding of the consultancy services.

  • The RFP number shall be inserted in the Subject Heading of the email
