Operational Context:
Maratane settlement in Nampula province of Mozambique hosts 9,135 refugees and asylum seekers fleeing predominately from the Democratic Republic of Congo and Burundi. The refugee settlement, established in 2001, is surrounded by around 16,000 host community population, who rely on the settlement for basic services. The economy serving these populations went through additional price hikes and inflationary pressure since the beginning of the Covid-19 pandemic and the economic downturns were exacerbated by the recent Ukraine crisis that continues to negatively impact the global economy. To enable both the communities to attain their essential needs to meet minimum humanitarian standards of well-being – calculation and the establishment of a Minimum Expenditure Basket (MEB) are of prime concern to the humanitarian communities which aim to shift from in-kind to cash-based modalities of assistance as some discussions are ongoing with the Government counterpart to allow the transition.
To support the Mozambique WFP and UNHCR offices, a consultant is being locally recruited to coordinate the development and execution of the community consultations in Maratane and host community to collect data to inform the revision of the Minimum Expenditure Basket (MEB). In addition, the consultant will also build capacity of the identified staff on MEB development, price and MEB monitoring.
As the given duty station is Nampula, Mozambique, applicants should be able to demonstrate permission to legally work in Mozambique at the point of application and ongoing, without the need for sponsorship. UNHCR is unfortunately unable to assist with any work visa applications/issues/sponsorship. It is a full-time role.

Objective:
The objective of constructing a district-level Minimum Expenditure Basket for the refugees in Maratane settlement and the surrounding host community is to calculate how much it costs a household to meet minimum acceptable standards of well-being, health, dignity, and other essential needs. Hence, this analysis will include basic food and non-food items such as household items, toiletries, sanitary materials, baby supplies and basic services such as education and health. This can also serve as the provincial MEB for Nampula. As the Nampula province has both rural and urban areas, separate, qualitative MEB exercises will take place for the Maratane settlement and urban area. The district-level/provincial MEB (rural and urban) can be used by organizations to guide their programme interventions and assistance. A MEB is most useful when used as a threshold to support the calculation of the transfer value of multisectoral and/or multipurpose cash and voucher assistance (CVA) and set the proper basis for future follow-up of vulnerability assessments focusing on essential needs approach.
The collateral objective is to set up a price monitoring mechanism in place to follow up on the changes in the MEB value to inform future changes in the transfer value.
Key responsibilities:
Under the overall administrative supervision of UNHCR Head of Field Office and the specific technical supervision of the UNHCR and WFP field and country Office (CO) with the support of the Hub, the Consultant will be responsible for coordinating and executing the community consultations in Maratane camp and the host community, urban area in Nampula, undertake enumerators training, data collection, analysis and report writing.
Reporting:
The MEB consultant will report administratively to UNHCR Head of Office Nampula, and in her absence will report to the assigned OIC, technical support will be provided by both UNHCR and WFP country/field office related to the consultancy work.
QUALIFICATIONS AND EXPERIENCE:
Education: Advanced level certificate (university education desired).
Experience: At least 5 years’ experience in conducting food security, nutrition and vulnerability assessments, assessment methodologies and tools for humanitarian or development assistance programming. Experience in managing and supervising household’s interview is preferable.

Languages: Fluent in English and Portuguese.
Remuneration:
A competitive compensation and benefits package is offered. For local individual consultant, the salary is linked to the salary for National Professional Officers.
