ROLE PURPOSE:

The M&E Technical Coordinator will be providing technical leadership in all monitoring, evaluation and knowledge management for Titukulane project which will be implemented in Zomba district. The M&E Technical Coordinator will coordinate the implementation and support the design of program monitoring systems for the project. S/he will represent Save the Children in the Titukulane consortium working closely with M&E technical working group and project’s M&E Lead. S/he serves as primary focal point for all indicator measurement, routine monitoring and data analysis. S/he will work closely with the Titukulane Project Manager, Save the Children Regional MEAL Manager for South, and Titukulane Technical Coordinators to monitor the activities and overall project implementation. The M&E Technical Coordinator will support the Project Manager in ensuring timely submission of all reporting requirements internal or external and will serve as the primary focal point for contributing to the country office accountability and learning framework.

KEY AREAS OF ACCOUNTABILITY :

M&E Design and Implementation

• Develop data collection and reporting formats to ensure standardised reporting and meeting all data requirements for donor and internal reporting.
• Consolidating projects IPTT.
• Ensure project database is up to date
• Conducting post distribution monitoring assessments for cash transfers.
• Conduct field monitoring visits to validate data reported and ensure quality of service delivery is adhered to.
• Supervise surveys
• Develop TORs for M&E activities
• Develop quality improvement monitoring benchmarks for the project’s activities to promote quality programming in the projects.
• Develop accountability and learning frameworks and tools to ensure learning within and across the projects and community engagement
• Regularly liaise with the Southern Region MEAL Manager and other technical specialists at sector and CO to seek technical support and follow up on recommendations

Supervision and Staff Development

• Supervises the MEAL staff and guides and facilitates synergy and coordination between the program implementation and M&E efforts.
• Conduct coaching and mentoring sessions for all direct reports and facilitate staff development opportunities

Program Reporting and Publications

• Be responsible for providing timely, accurate and updated information on the program indicators for internal and donors reports
• Systematically compile and share projects lessons and best practices.
• Work closely with the Southern Region MEAL Manager, Evidence and Learning Manager, and Communications team to ensure that all the data, pictures and stories are available and of high quality for publications and media products.
• Oversees the documentation and dissemination of program achievements, success stories and lessons learned;
• Contributes to periodic annual programs reports.
• Coordinate with Southern Region MEAL Manager and contribute to the development of Country Action Plans (CAP), Country Annual Report (CAR)

Representation and Advocacy

• Participate in CO MEAL TWG meetings
• Coordinate dissemination of M&E results with all stakeholders including communities.

Occasional, Significant Duties

Sit in for Southern Region MEAL Manager’s when assigned.

QUALIFICATIONS

At least a degree in Statistics, demography, social sciences or any other relevant disciplines

EXPERIENCE AND SKILLS

• At least 4 previous year’s experience of working in Monitoring, Evaluation, Accountability and Learning roles

• Fluency in English, for effective oral and written communication.

• Experience in managing Ms Access database and survey data processing packages like CSpro.

• Experience in developing M&E Plans

• Experience in developing research protocols, conduct research and writing research reports

• Previous experience of successfully securing MEAL resources and managing a budget.

• Experience in working with statistical data packages like STATA and SPSS

• Ability to present complex information in a succinct and compelling manner, and to use innovative forms of communication.

• Demonstrable understanding of gender and equity analyses.

• Proven capacity to supervise, train and coach staff.

• Knowledge in computer skills required.

• Previous experience with USAID M&E systems is an added advantage
