CARE is seeking for MEAL Technical Advisor, Humanitarian. The need for humanitarian assistance around the globe continues to grow in scope and urgency. CARE is committed to meeting the urgent life‐saving needs of women, men, girls and boys affected by disasters and conflict, consistent with CARE’s humanitarian mandate. Humanitarian and emergency response are core to CARE’s programming and global identity in fighting poverty and to strengthen CARE’s global capacity to deliver high quality programming in key technical sectors, with a focus on women and girls.

Program monitoring and evaluation is an integral foundation of any effective humanitarian response. The Technical Advisor for Monitoring, Evaluation, Accountability and Learning (MEAL) will provide support to Country Office program teams, ensuring high quality monitoring and evaluation for emergency response activities to measure impact, and track performance against targets and objectives set at the onset of the response. This includes designing MEAL systems and strengthening local capacity for impact measurement. The TA for MEAL will focus the majority of their support on US Government funded Humanitarian projects, increasing their potential to convert humanitarian reach into impact.

Responsibilities:

  • Strengthen country office humanitarian MEAL capacity
  • Lead efforts to capture humanitarian reach and impact for global reporting
  • Support development of country office MEAL systems for humanitarian crises
  • Prepare MEAL sections of humanitarian funding proposals to donors
  • Coordinate learning from humanitarian response

Qualifications

  • Bachelor’s Degree in Social Sciences or other humanitarian or development related field:
  • Demonstrated project management experience, particularly setting up and implementing MEAL systems
  • At least 5 years MEAL experience in a project or program preferably for a country office with a Humanitarian portfolio
  • Excellent professional written and verbal skills in English
  • Experience writing and/or reviewing MEAL sections of proposals for donor funding
