ROLE PURPOSE

Monitoring, Evaluation Accountability and Learning (MEAL) is a key component of the Capacitating Strategic Organizations to Strengthen the Civil Society Organization Sector (CSO2) Project, which aims to strengthen the capacity of CSOs and CSO networks that can serve as Learning Resource Organizations (LROs). The MEAL Specialist’s main role is to lead in enhancing the quality and accountability of our work, bringing immediate and lasting changes in the lives of children.

The MEAL Specialist is responsible for establishing and managing a Monitoring, Evaluation, Accountability and Learning (MEAL) system that will enable the Project and its partners to ensure that all planned interventions and related activities are continually being monitored for their effectiveness and appropriateness and that lessons are documented and communicated to inform on-going implementation and future programming. The MEAL system will be aligned to donor and SCP benchmarks and standards. S/he will guide Project Partners in achieving outcome/impact focused projects and accountability to beneficiaries in line with the donor and SCP policies and practices. The MEAL Specialist will also ensure that results are captured and that it feeds into a larger knowledge management and learning system.

QUALIFICATIONS AND EXPERIENCE

* Graduate of management, public health, or related fields
* Minimum of 2-3 years’ experience in practical/operational M&E for large-scale socio-development projects including development and oversight of M&E systems. Experience in handling USAID projects is strongly preferred.
* With experience in working with a diverse group of stakeholders, particularly with civil society organizations (CSOs)
* With strong experience in staff training and capacity building of staff, partners and other key stakeholders when it comes to M & E. Strong commitment to capacity building of national staff and partners with willingness to adopt a participatory and consultative management approach.
* Excellent writing and communication skills, particularly in explaining MEAL processes, systems and reports
* Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at national, regional and local levels, considering cultural and language difficulties. Tact and diplomacy are essential, as are representational and advocacy skills.
* Willing to travel to any part of the country as needed for the Project and maybe requested by Save the Children Philippines for its humanitarian response
* Sensitive to issues affecting children and committed to the values, mission and principles of Save the Children.
