MEAL Senior Officer

Job Responsibilities:

Main tasks:

  • Lead the development of logical frameworks and MEAL plans in project proposals in consultation with program teams, funding coordinators, and partners
  • Provide the program staff with regular need assessment reports when required.
  • Ensure data received from the field is correct and usable for integration into the central database and reporting.
  • Supervise the MEAL officers and Assistants. Ensure their deliverables are in accordance with requirements and due time. And oversee quality assurance of all field data collection processes, data management, and analysis.
  • Design MEAL log frame for projects and follow up with indicators to determine the progress.
  • Working with the MEAL team in Syria to brief them on upcoming activities, methodologies, and research tools for MEAL activities.
  • Ensure the quality of all required tools and ensure that these tools are up to date, like log-frame, MEAL plan with defined indicators, MEAL calendar, Indicator tracking table (IPTT), Detailed implementation plan, field level data collection tools, mobile data collection tools, and databases, consolidation, and reporting like baseline and end-line.
  • Designing the questionnaires using data collection software (KOBO,) and analyzing the data using excel, Power BI, etc.
  • Contribute to quantitative and qualitative data analysis.
  • Design and manage internal and external evaluations and impact assessments to ensure compliance with donor and IHR requirements, as well as accountability, transparency, and program learning.
  • Ensure all M&E data, reports, and records are clearly organized and archived in a central location for future reference.
  • Represent IHR well in MEAL-related working groups and other required meetings.
  • Build the capacity of the MEAL teams and ensure the training plan is in place.
  • Support Management in developing/adapting contextually appropriate accountability tools and systems to enable response staff to better include communities in program planning, implementation, and monitoring and ensure quality assurance of feedback and complaint mechanisms.
  • Any additional tasks related to the position as requested by the line manager.

Qualification (education/work experience)

  • A minimum of 5 years’ experience in the field of MEAL, especially in monitoring, and evaluation in emergency contexts and donors is critical.
  • High knowledge in writing technical MEAL reports is essential.
  • Strong written and oral communication skills and fluency in English
  • Good skills in computer (MS Office) and statistical analysis.
  • Good skills in time management.
  • Good skills in risk management.
  • Previous engagement with the Syria Crisis response.
  • Ability to work and produce high-quality outputs in an intense & dynamic working environment.
  • Having different working styles and different levels of competencies is essential.
  • A good ability to work well under pressure and comply with donors & partnership deadlines is essential.
  • Good communication and management skills in different levels of communication and must be an approachable and good listener.
  • Collaborative skills with team members and other departments.
