TITLE: MEAL Officer-Pattani Office (Monitoring, Evaluation, Accountability, and Learning)

TEAM/PROGRAMME: MEAL, SPDQI

LOCATION: Pattani Field Office

CONTRACT LENGTH: Fixed term

ROLE PURPOSE:

The MEAL Officer will assist the MEAL Technical Expert in implementing a Monitoring, Evaluation, Accountability, and Learning System for Save the Children Thailand with a focus on supporting multiple projects in the Deep South of Thailand (while occasional assignments to support projects in another part of the country as appropriate and necessary). S/he will work closely with MEAL Technical Expert to implement high quality research & assessment, develop minimum standards, action trackers, and other MEAL tools for projects, and deliver capacity-building training/induction sessions for staff and partner organizations.

SCOPE OF ROLE:

Indirect line: MEAL Technical Expert

Budget Responsibilities: None

Dimensions: Save the Children works in nine refugee camps, migrant communities in Mae Sot and Bangkok, and southern Thailand. The Thailand Country Office includes approximately 55 staff in the Bangkok office and two sub-offices in Mae Sot and Pattani.

KEY AREAS OF ACCOUNTABILITY:

Monitoring (50%)

  • Progress monitoring and managing information systems
  • Initiate and provide inputs on M&E plan and tools to ensure the program quality.
  • Develop data collection formats and make use of the existing database system (e.g. COMMCARE and KOBO) in collaboration with the program/Ops team. Ensure tools are effective and designed properly.
  • Supporting the Ops teams in designing the data collection process and carry out monitoring visit together with Ops team when relevant.
  • Lead/support data analysis during the monitoring process.
  • Project-on-track and Indicator Performance Tracking Table (IPTT)
  • Design the set-up of the Project IPTTs
  • Work with Program Implementation to validate/ triangulate the numbers reported in IPTT (e.g., verify number and source of data).
  • Ensure that the information in the IPTTs are correctly transferred and updated into the Projects-on-track dashboard
  • Quality Benchmarks
  • Facilitate the Quality Benchmarks (QB) process with Ops team and Technical advisor include identify key activity and QB, review QB and provide input, use QB as part of monitoring visit (share responsibility), analysis and share result.
  • Ensure that the key action points are fed into Issue Log and are being tracked by PI.

Evaluation and Research (10%)

A. External Assessment/Evaluation/Research

  • Support Ops team in process of developing consultant ToR.
  • Support MEAL TE in reviewing and providing feedbacks for inception reports, methodology and data collection tools.
  • Support consultant on data collection process in the filed which might include co-design the data collection tools; review and validate data collected.

B. Internal assessment led by internal MEAL team:

  • Assist in developing of ToR, including on methodology, data collection tools, study questions, target groups, field work plan.
  • Undertake data collection, internally, as able, or support outsourcing of enumerators.
  • Assist in analyzing the collected data.
  • Provide inputs for the report compilation and write-up.
  • Prepare the findings presentation for PI and TEs

C. Assist MEAL Technical Expert in updating Assessment/Evaluation/Research pipeline

Accountability (20%)

  • Represent as Country Accountability focal point.
  • Maintain and update the Complaints and Feedback Mechanisms (CFM)’s SOPs including the guidance for establishing CFM, tools, process flow chart, etc. Promote the use (training) across the PIs and TEs.
  • Support program coordinators to develop project standards and accountability approaches and material.
  • Develop accountability tools (e.g., discussion guideline) as needed
  • Complaints/concerns/feedback handling from beneficiaries though complaint and response mechanism on daily basis following SOPs.
  • Analyze accountability cases of beneficiaries and provide regular learning reports to CMT.

Learning (10%)

  • Track actions agreed in monitoring reports, using Action Plan Trackers when appropriate; and work with the implementing teams to update the trackers monthly.
  • Document key lessons from monitoring and evaluation reports; and share these widely to ensure adjustments are made to ongoing projects and new project designs.
  • Facilitate lessons learned workshops and MEAL trainings for Save the Children staff and partners.
  • Provide training to staff in Pattani on MEAL system and tool.
  • Building MEAL capacity for the partners:
  • Support partners to set up and develop monitoring mechanisms including data collection, data storage, and data analysis upon request.
  • Build capacity of partners in all MEAL functions that are relevant e.g. monitoring, evaluation, accountability and learning and ensure that the partner’s system mirrors similar structure to the SCT’s MEAL standard
  • Support Ops team in review of donor report

Cross Cutting/Overall Quality Control of Pattani project (10%)

  • Support MEAL TA in proposal development process
  • Support the Partnership Assessment in area of MEAL
  • Represent MEAL Unit in award kick off
  • Support as needed by providing the necessary documents for MEAL processes.
  • Support project evaluation and support documentation of learning. Provide close out checklist for MEAL relevant documents.
  • Support the information consolidation for Country Annual Report and Country Program Quality Quarterly KPIs Report.

QUALIFICATIONS

  • Graduate degree preferably with Social Science, Measurement and Evaluation, Education, Information Technology, Research and statistic fields
  • 2-3 years of experience in Monitoring, Evaluation, Research or related field

Essential

  • Demonstrated ability to use MS-Office (in particular Excel).
  • Ability to use quantitative and qualitative data analysis software
  • Knowledge and experience other Technology for Development or IT
  • Ability to present complex information in a succinct and compelling manner
  • Proof knowledge and experiences in assessment tools and research methodology both qualitative and quantitative
  • Proficiency in Thai and English and demonstrated report writing skills in English
  • Understanding of the deep south and southern Thailand context

Desirable

  • Good knowledge and experience in Project Cycle, Child Protection, Disaster Risk Reduction, Emergency Response and/or Education
  • Good knowledge of the UN Convention on the Rights of the Child (CRC)
  • Speaks local/ethnic (Pattani-Malays) languages
  • Demonstrated ability to work in insecure environments
  • Ability and willingness to travel- up to 50% time
