The main purpose of this role is to lead several activities to ensure quality and accountability in the work of the organization, and to bring about positive changes in projects. Supports and contributes to the MEAL Section Manager by bringing significant experience and new ideas to the leadership and implementation of mission programs, reviewing work performance, project-specific evaluations, MEAL section budget, and section-related staffing, as well as supporting proposal writing and development of project proposals. The MEAL Section Manager will ensure that all Mehad projects and partners working with them in the field are supported to achieve program quality, effectiveness and relevance. It will be important for the position holder to distill lessons learned and communicate this information to improve the performance of ongoing and future projects. Guides the management of Mehad and the organization’s partners to maintain an effective monitoring system in all sectors, including the use of feedback data and feedback from beneficiaries, to ensure the quality of ongoing and future interventions. The MEAL Section Manager will lead capacity building of staff and partners on Section activities and issues and in particular on accountability and engagement. Ultimately, he will ensure that the program has evidence-based knowledge in order to improve and correct the direction of the program. Particular attention should be paid to the positive and negative impact of interventions on marginalized and vulnerable communities and people. Analyzes and extracts from the MEAL department must be made available to all Mehad staff and external stakeholders where appropriate.

Roles, responsibilities and tasks:

Design the system and promote a culture of accountability and oversight

-Lead the development and oversight of the rollout of the MEAL system implementation, ensuring accountability to donors and beneficiaries.

– Promoting to support the creation of an organizational culture that prioritizes quality programming.

-Build strong relationships with colleagues and provide support as required to ensure the MEAL system is understood and supported in the field.

-Work closely with program teams to ensure the MEAL department becomes a key component of project delivery resulting in improved quality, accountability, management and impact.

Staff management, guidance and development

-Lead the MEAL team, forming a strong team identity within the organization and creating cohesion between team members working in different geographical areas.

-Oversee the recruitment of suitable staff for the MEAL department in northwest Syria.

-Manage the MEAL team to ensure that the MEAL system is operating effectively with the support and resources required.

-Support the MEAL team’s progress on projects, providing administrative oversight of progress, resolving problems and dealing with challenges if they exist.

-Setting expectations, and providing leadership and technical support as needed so that MEAL employees can perform their roles as required.

-Manage the flow of direct reports in the MEAL unit through performance management, coaching, mentoring, training and development.

– At the organizational level, develop and manage a MEAL training program with the aim of increasing the capabilities and awareness of all employees.

-Assess and request appropriate support for training needs and engage MEAL staff to initiate the training program.

Internal reports

– Responsible for ensuring that the organization submits all internal monitoring and evaluation requirements in emergency and development programs in a timely manner and with high-quality information and quarterly reports.

-Identifies and introduces appropriate elements of work (systems, tools and processes) that are required under the MEAL system.

– Receive regular field monitoring and accountability reports from MEAL officials, ensuring that action plans are included and followed up on, and that the senior management team reviews reports regularly.

Enhanced learning for strategy development and decision making

-Ensure that the data collected and results from various regions are realistic and objective to form a coherent basis for impact analysis that enhances learning and strategy development for the entire organization.

– Disseminate learning reports and monitoring data to ensure that management is able to make informed decisions in a timely manner.

External reporting and representation

-Ensures external accountability of donors through timely and quality implementation of MEAL activities that result in accurate and timely reporting

-Ensure that reports show the impact of Mehad in the field.

-Ensure Mehad is represented in relevant NGO-Government meetings to promote inter-agency best practice sharing and learning.

Program design and MEAL resources

-Ensure that MEAL is an integral part of the program design phase and work to develop all project proposals.

-Ensure that the resources needed by the MEAL department are included in project proposals and work creatively to secure funding from diverse sources, to ensure that MEAL is integrated into emergency and development programs in a sustainable manner.

-Responsible for managing the MEAL budget effectively.

Strong analytical skills with attention to detail.
Proven experience in dealing with Power BI, Kobo, and MS Excel.

Strong interpersonal skills.
Willingness to learning and openness to enhance individual capacity regarding MEAL topics.
