HORAN FOUNDATION was established with the escalation of the Syrian crisis at the beginning of 2012 in Jordan and registered in Turkey in2014 and Switzerland in 2016, where it started as a group of friends to provide emergency humanitarian assistance in Daraa and its countryside. Since then, HORAN FOUNDATION has developed to become one of the largest organization supporting the Syrian people, through the implementation of 350 projects that helped the lives of more than 10 million beneficiaries throughout the Syrian territory and neighboring countries of asylum, and also contributed to the establishment of the Platform of Syrian Associations (Minber Suriye), one of the most important coordination platforms for humanitarian workers in the Syrian affairs. It has the membership of the NGO Forum and membership in Syrian Networks and membership in the Forum for the Voice of the displaced Syrians.

Position Summary.

The primary responsibility of the MEAL Officer is to support the MEAL Department to implement the meal plans and S/he will be responsible for all data collection, analysis, and learning activities to help ensure accountability and efficiency from start to finish for all projects of Horan. S/he will provide technical field support to the field teams in monitoring and evaluation activities with more focus on data management and quality.

Main tasks and responsibilities:

  • Contribute to forums, coordination and working groups meetings, as agreed upon with the line manager.
  • Ensure adherence to internationally recognized MEAL principles and standards.
  • Ensure data received from the field is correct, and usable for integration into the central database and reporting.
  • Design of data collection tools and research methodologies and translate these tools and methodologies.
  • Ensure adherence with Horan’s code of conducts and other internal policies i.e. on confidentiality, safeguarding, equality, diversity and inclusion including the Horan’s commitments to the protection from sexual exploitation and abuse (PSEA).
  • Contribute to the design and deployment of new tools as required (questionnaires, pre-posts, PDMs, KAPs, satisfaction surveys. etc…) which are needed to assess all programs aspects and measuring all planned indicators.
  • Contribute to the development/revising of SOPs for the Accountability Framework and respond to feedback obtained from beneficiaries per SOPs/Guidelines.
  • Oversee the roll-out of activities and training of Horan Turkey Accountability Framework to Turkey Program and update the framework as delegated by the MEAL Manager.
  • Coordinate with other departments, especially the programs team, to ensure all potential data collection needs are addressed.
  • Perform all other tasks and duties per needs and project activities.

Requirements:

  • Bachelor’s degree (preferred) in Statistics, Development studies, social studies, or its equivalent experience with a formal qualification in data management.
  • A minimum of two (3) years’ overseas practical working experience in MeaL or Accountability activities within a humanitarian program or similar environment.
  • Excellent verbal and written communication skills in English
  • Good understand of monitoring and evaluation basics – including tracking progress against objectives, preparation of Log Frames, indicators etc., and analysis of quantitative and qualitative data.
  • Advanced skills with MS Office (particularly Excel).
  • Good communication, interpersonal and motivational skills.
  • Knowledge of Sphere and Core Humanitarian Standards.
  • Good team player, flexible and capable of working with a multinational country team, and capable of working under pressure.
