OUR GOALS

TDA identifies the following as goals that should guide the efforts of political transition:

  • Supporting civil initiatives locally inside Syria and supplying them with knowledge in the areas of justice, human rights, and the political transition from an authoritarian regime to a democratic one.
  • Supporting justice and accountability efforts by supporting victims of human rights violations in Syria, especially victims of arbitrary arrest, enforced disappearance, and displacement, monitoring patterns of violations, and raising awareness of relevant actors and stakeholders.
  • Supporting the efforts of the political transition from its position in the Syrian civil society in line with its values and objectives.
  • Coordinating the efforts of Syrian civil society in the areas of transitional justice and engaging in the formulation of a political transition.

Job Purpose:

The MEAL Officer will be responsible for ensuring that project activities are carried out in accordance with the project logical framework and work plan in compliance with TDA’s internal policies and regulations through collecting and analyzing data from the field and the program team members regarding implemented activities, and developing a follow-up and evaluation plan for the project in coordination with the program department, in addition, She/he will also be responsible for supporting the development of a result-based reporting on regular basis with compliance to the donor’s requirements and TDA’s theory of change.

Duties and Responsibilities:

  • Coordinate the data collection with project team members as needed to effectively track and communicate results.
  • Undertake effective monitoring and reporting of TDA projects, including monitoring data quality, and tracking the progress of activities.
  • Develop and implement systems (guidelines, tools, and templates) to easily monitor, evaluate, and report on activities and program results.
  • Maintain an organized digital archiving system of all data and information related to M&E activities.
  • Coordinate with the field staff efficiently and distribute tasks according to Monitoring and Evaluation requirements.
  • Produce high-quality program monitoring and evaluation reports in a timely manner as per TDA’s internal needs and donors’ requirements.
  • Track the programmatic reporting needs of donors to ensure quality and reporting on a timely manner.
  • Support TDA staff in applying M&E guidelines and tools and in preparing their monthly activity reports and their semi-annual and annual progress reports.
  • Develop and maintain an effective information database on projects, providing resources and necessary support for program inputs and outputs.
  • Provide Arabic to English, and English to Arabic translation of monitoring documents as needed.
  • Through collaboration and training, build knowledge and skills of TDA staff and partners on logical frameworks, data management, data analysis and result-oriented programming, monitoring and evaluation methods and principles, and report writing techniques and requirements for relevant donors to ensure compliance.
  • Organize and coordinate lessons learned workshops/review of program work plans within TDA and with partners for internal and external sharing.
  • Assist the communication department with key information and statistics on TDA’s interventions through reports, when necessary.
  • Contribute to the organization’s vision, framework, and strategic plan for its monitoring and reporting tasks.

Academic Qualifications:

Relevant academic degree in the fields of International Development, Statistics, Business Administration, or Social Sciences.

Requirements:

  • Minimum of 3 years of experience in monitoring, evaluation, and reporting.
  • Experience designing, planning, and implementing M&R systems.
  • Experience in both quantitative and qualitative data collection, including knowledge of tools, processes, and methodologies.
  • Experience with data collection tools or survey tools such as Google Forms and KoboToolbox. An experience in SurveyCTO is a plus.
  • Demonstrable knowledge of results-based management and reporting
  • Good understanding of the ongoing conflict in Syria.
  • Knowledge/experience in statistics is an asset.

Experience in gender mainstreaming .

Skills:

  • Strong written and organizational skills for monitoring and reporting on results
  • Excellent written communication skills in English, including proven experience writing donor reports and effectively synthesizing monitoring data
  • Good communication and interpersonal skills
  • High proficiency in Arabic and English (spoken and written)
  • Strong computer skills: proven ability to use MS Office
  • The ability to work effectively as part of a team
  • Respect confidentiality and data protection
