About the Job

The job is about working closely with the IHAT Humanitarian Programme Manager LAC (HPM), network members and partner organisations, take a lead in Monitoring, Evaluation and Learning (MEAL) actions across selected humanitarian projects and providing technical MEAL advice to the HPM LAC.

Key areas for impact/influence and responsibilities

  • Develop the planning, development, coordination, and implementation of MEAL-related activities.
  • Ensure the correct implementation of HelpAge activities in the field, following the guidelines for action and quality standards of both the organization and donors.
  • Support the LAC Humanitarian Team on follow-up and monitoring implementation activities.
  • Work closely with the technical teams of the implementing partners, to coordinate and define standards, data collection tools, standardize analysis and visualization, and manage the effective exchange and dissemination of information to all relevant stakeholders.
  • Cross-cutting approaches: incorporate the holistic inclusion approach and ensure that all instruments and methodologies are sensitive to gender, disability, age, and interculturality.
  • Lead and oversee the planning, coordination, and management of MEAL tools including plans, Needs Assessments, Rapid Needs Assessments (RNAs), Multi-Sector Initial Needs Assessments (MIRAs), Post Distribution Monitoring (PDM), SIT Reps, Workplans, Action Plans, and other assessments and evaluation tools implemented by HelpAge or local partners, for projects under your responsibility.
  • Support Knowledge Management efforts from Programs and Projects developed.
  • Collect, analyze, and organize lessons learned, best practices, and recommendations for projects under your scope of work.
  • Data management, coordination, and management of M&E reports and technical Reports from HAI.
  • Develop preparation and delivery of internal, monthly, mid-term and/or final reports, and other reports for humanitarian projects in the region, as required.
  • Collect and store project information under HAI’s policies, procedures and tools.
  • Provide support writing new concept notes and proposals for donors.
  • Support creating information gathering tools in Kobo Toolbox and similar purposes technologies and training local teams for proper information gathering.
  • Contribute to proposals preparation for LAC Region
  • Support MEAL tasks development by local partners and INGO partners in LAC.
  • Others related to the nature of this position assigned by the supervisor and relevant to the role.

Skills and Experience Required

  • University degree in social sciences, political science, sociology, economy or equivalent/related degree.
  • Graduate degree in Economics, Statistics and/or fields related to MEAL field.
  • At least 3 years of professional experience working in international or national NGOs.
  • Demonstrable experience in formulation, implementation, monitoring and evaluation of projects involving multiple stakeholders.
  • Competence in qualitative and quantitative research methods, including survey design and application, sampling strategies, and statistical analysis.
  • Proven research and monitoring report writing skills.
  • Ability to work with multiple actors and achieve high-quality results under limited supervision.
  • Experience in evaluations of external cooperation programs, preferably.
  • Fluency in Spanish language.
