Oxfam in Algeria – Sahrawi Refugee Camps

Oxfam has operated in the Sahrawi refugee camps since 1975 and has established itself as a key humanitarian actor in the area. Oxfam has developed a multi-sectoral approach spanning WaSH, Food Security and Youth, with a cross-cutting commitment to advocacy and to the humanitarian, development and peace nexus.

To reduce widespread dependence on humanitarian aid, especially food distributions, as well as to encourage more sustainable and efficient access to nutrition, Oxfam is working with over 500 Sahrawi refugee families to improve small-scale, agro-ecological farming. Oxfam seeks to establish self-sustaining associations of farmers to collectively sell their produce on the local market. Through its support to families, Oxfam is piloting several water-efficient, innovative irrigation techniques to optimize agricultural production in the harsh desert environment.

The majority of Sahrawi refugees remain dependent on humanitarian aid while the nutrition status worsens across the camps. Oxfam’s food security programme promotes access of vulnerable refugees to fresh produce, in complementary to the WFP dry food basket. In conjunction with broad distributions, Oxfam will pilot targeted distributions to refugees with particular health and nutritional vulnerabilities. Oxfam maintains its distribution of gluten-free flour to the celiac population in the camps.

In order to complement its action in strengthening the food security and nutrition of Sahrawi refugees in Tindouf, Algeria, Oxfam in Algeria is seeking an experienced Monitoring, Evaluation, Accountability & learning Officer for the EFSVL (Emergency Food Security and Vulnerable Livelihood) component.

Job Purpose

The holder of this position will be responsible for leading MEAL modalities for EFSVL activities and projects. S/He will work under the direct supervision of Food Security Manager, with matrix responsibilities from the Program Quality Coordinator. The incumbent will also have a functional link with each project officer.

Job Responsibilities

MEAL System Development

  • Develop and implement monitoring, evaluation, accountability and learning systems for Oxfam’s EFSVL program in Algeria.
  • Contribute to planning within the EFSVL department, including determining data collection needs, mobilizing related activities, and coordinating with external and internal stakeholders to ensure appropriate data collection.
  • Support in the development and definition of the logical framework, including result and activity indicators (qualitative and quantitative) for all EFSVL programs and projects.
  • Lead on the development and implementation of MEAL tools to improve the quality, relevance and reliability of EFSVL data.
  • Support the design and implementation of traditional and innovative methods to track project progress and achievements.
  • In collaboration with program team, develop impact indicators and empowering and participatory methods of measurement, such as participatory action research, most significant change stories, constituency feedback committees, etc.
  • Contribute to improved research for the EFSVL program through suggesting new research ideas, participating in research design, coordinating research initiatives and contributing to data cleaning, analysis and visualization

Reporting and Information Management

  • Data cleaning, formatting, analysis and visualization for internal and external reporting, in particular by producing relevant visual and written materials.
  • Contribute to the establishment and maintenance of a consolidated database and dashboard for the country office; the incumbent will focus on monitoring EFSVL activities and recording related challenges and learning identified for each activity.
  • Contribution to the development of monthly, quarterly and final reports of the various projects.
  • Participate in the process of developing new proposals by integrating lessons learned.
  • Contribute to internal and external communication, and to the development of communication products for the various projects, by creating a photo and testimonial database for each project. Coordinate closely with Advocacy and Communications department on this topic.

Monitoring

  • Coordinate regular project monitoring of department activities at field level, including coordinating and/or conducting focus group discussions, key informant interviews, project observations
  • Support for the preparation of reports after each activity, meeting or field visit, including reporting on project indicators, successes and challenges and collecting stories

Capacity Building

  • Raising awareness and training of EFSVL department teams on M&E tools and methods.
  • Prepare with the support of the team, all the capacity building and learning material related to MEAL activities for EFSVL team, as well as related stakeholders and promoters.

Coordination

  • Coordination with MEAL technical referents, whether internal to Oxfam or external;
  • Coordinate with Oxfam departments (Administration, HR, logistics, MEAL …) to ensure compliance with Oxfam procedures and standards;
  • Participate in steering committees and other project monitoring or coordination meetings.

Management

  • Manage daily workers and contract staff with an operational link with MEAL assistants when carrying out MEAL-related activities;

Other

  • Work flexibly and take on additional tasks as may be delegated to meet programmatic objectives.
  • Participate in team and internal coordination meetings and in workshops organized at country level.
  • Take necessary actions to ensure that MEAL activities adhere to Oxfam’s principles and values as well as the promotion of gender justice and women’s rights.
  • Ensure that MEAL activities adhere to equity, diversity, gender, child safety and staff health and wellbeing principles.
  • Promote Oxfam’s safeguarding commitments and standards in the context of the EFSVL projects.

Job Requirements

Education & Experience:

  • Holds an advanced university degree in statistics, economics, social sciences, data and computer sciences, agronomy or any related field of study.
  • Minimum 3-4 years of relevant experience in MEAL management, or any another sector whichrelevant sector such as project coordination, information management or research.
  • Excellent command of English and French, Arabic and Spanish are highly desired.
  • Relevant technical knowledge, skills and extensive work experience in: Food Security and vulnerable Livelihood, development of M&E tools and systems.
  • Experience in developing training modules and capacity building;
  • In-depth understanding of project cycle management, Logical Framework Analysis, monitoring and evaluation, reporting,
