Position Profile

The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer will support the WASH Program Manager in development of effective systems to monitor and evaluate programming and coordinate with program staff on report-writing.

 

Description:

Project Summary: Mercy Hands is implementing the project to promote peaceful coexistence and wellbeing for returnees and host communities in conflict-affected communities in Ninewa trough livelihood restoration. The project is designed to provide livelihood assistance to the most needed households through the provision of financial, technical, capacity building, and business development support for the various types of small businesses that are economically feasible. It will mainly target the areas of west Mosul more affected by the consequences of conflict. Priority will be given to the most economically vulnerable areas (with the highest rates of poverty, unemployment, fragility, instability, illiteracy, climate-change effects, population density, and the lowest access to public services).

 

Position Summary: Under the line management of the Project Manager and MEL manager, the MEL officer will ensure day-to-day implementation of the project with support of the Project Manager, (MEL) Officer manages information and reporting processes and products to ensure professional, high-quality communication in an organization’s activities and results. A MEL Officer also plays an important role in improving information management and data quality, and in strengthening knowledge sharing and learning across the organization.

MEAL Officers are also responsible for full-cycle monitoring and evaluation of programs, developing appropriate methodologies and tools to design evaluations. will coordinate and oversee activity implementation in the field and coordinate with relevant community actors and service providers in the project location and in the same time, s/he will in charge of all data during the project.

 

Duties and Responsibilities

A Monitoring, Evaluation, Accountability, and Learning (MEL) Officer will have the following duties and responsibilities:

  • Develop and strengthen monitoring, inspection and evaluation procedures
  • Monitor all project activities, expenditures, and progress towards achieving the project output;
  • Develop monitoring and impact indicator for the project success;
  • Monitor and evaluate overall progress on achievement of results;
  • Monitor the sustainability of the project’s results;
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks;
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to the MEAL Director /Project Manager;
  • Conduct capacity assessment on existing monitoring and evaluation system Develop indicators and a monitoring strategy for the project;
  • Provide inputs, information, and statistics for quarterly, annual, and other reports to Project Management Team
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports;
  • Support monitoring and evaluation of the effects and impact of the project;
  • Assist in coordinating across the available components of the Project to ensure effective implementation of MEAL
  • Assist the project personnel with M&E tools and in supporting them in their use.
  • Assist the Project Manager in preparing other relevant reports;

 

 

  • Assist in development of the log frame and theory of change to aid in program design during the proposal phase
  • Develop MEAL plan prior to the start of each project
  • Assist with the planning and implementation of needs and baseline assessments, in tandem with the project team

 

  • Coordinate with donor’s MEAL Department to ensure internal monitoring meets donor
  • requirements and the needs of the project
  • Establish and manage a complaints feedback and response mechanism (CFRM) and ensure
  • beneficiary feedback is incorporated in current and future projects
  • Develop a MEAL database and methods for data collection
  • Develop templates and tools for data collection and analysis
  • Set up a central storage/filing place for M&E documents, templates, and reporting
  • Monitor and report achievement of key indicators against donor-agreed targets
  • Clean and analyze data from the field to include in reporting
  • Assist with programmatic reports to the donor to ensure accurate information and data analysis is provided
  • Submit regular M&E reports to the donor
  • Support program team in implementing participatory methods throughout the project cycle and
  • ensuring that beneficiary participation is meaningful
  • Facilitate internal end of project reviews/learning activities to promote accountability and
  • strengthen projects
  • As necessary, coordinate with donor MEAL department to plan internal evaluations or request external evaluations
  • Promote awareness of quality standards among program staff (i.e. SPHERE, Humanitarian
  • Standards, cluster/sector-specific standards) MEAL Tool

 

 

Other

  • Collaborate with the team under program manager supervision.
  • Provide continuous feedback to the Project Manager on any challenges in the work implementation to be addressed directly with corrective steps/measures if needed.
  • Ensure compliance with MH policies and protocols of confidentiality, respect and safety.
  • Perform other duties, as needed or requested by the supervisor.

 

Reports Directly To: Project Manager


Qualifications & Preferred Skills

 

  • 1+ years of professional work experience in designing and executing project management frameworks,
  • preferably in humanitarian or development programs.
  • Proven experience in data collection and analysis and reporting.
  • Experience working with logframes and other monitoring and evaluation tools.
  • Bachelor’s degree in statistics, research methods, or any other relevant field of study preferred. Must be computer-literate, particularly in MS Excel and MS Word.
  • Fluent in English and Arabic (spoken and written).
  • Ability to work both independently and in a team and adhere to tight deadlines in a dynamic and fast paced work environment.
  • Willingness to travel throughout project sites.
  • Strong communication and problem-solving skills.
  • Familiarity with the issues of urban and village water systems and networks is an advantage. Experience working with NGOs is an advantage
  • Experience working at the community level and with groups.
  • Proven word processing and report writing skills.
  • Ability to work in stressful work environments.
  • Previous experience in database management.
  • Previous experience in monitoring and drafting reports.
  • Previous experience in HRs management.
  • Structured and organized approach.
  • Excellent communication skills
