The Role: MEAL Manager CECIE (FCDO_SSEIPII Pillar 3)

Save the Children is recruiting for an upcoming, anticipated project, Community Engagement for all Children’s Improved Education (CECIE) project. The project seeks to improve access, safety, learning, and sexual and reproductive health (SRH) outcomes of adolescent girls and children with disability across six districts: Kailahun, Pujehun, Bo, Moyamba, Falaba, and Tonkolili. The anticipated project would be implemented by a consortium of 6 national and international partners over a period of 5 years.

The MEAL Manager will provide leadership to the MEAL component of the FCDO SSEIP II Pillar 3 NGO consortium which seeks to reach at least 110,000 12-17 girls and children with disabilities across 6 districts. The postholder will work with other key roles to address key barriers that hinder access, retention and attainment of the educational goals of adolescent girls and children with disabilities in Sierra Leone, providing opportunities for both to thrive in education and learning. S/he will target and measure results at three levels: i) selected catchment communities, ii) Junior Secondary Schools (JSS), Senior Secondary Schools (SSS) and SRH catchment areas, and iii) district wide.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly

QUALIFICATIONS AND EXPERIENCE

  • A minimum of a Bachelor Degree in Statistics, Education, Economics, or any other relevant discipline, or equivalent experience.
  • An advanced degree or post graduate certificate in Statistics, Monitoring and Evaluation or Educational Testing and Measurement, is desirable, or equivalent experience.
  • Experience in education MEAL is an added advantage

EXPERIENCE AND SKILLS

  • At least 5 years hands-on experience in monitoring evaluation and research work in education sector or related development fields.
  • Significant experience in designing and maintenance of program management information systems and tools
  • Understands and able to develop terms of reference (ToRs) for, independent consultants, supervision of independent consultants, and reviewing research/evaluation reports.
  • Significantly demonstrated programme management and/or advisory experience in educational measurement, monitoring, evaluation and research-related roles.
  • Excellent community skills, including community-led planning monitoring and evaluation; and management information systems (CBMIS).
  • Good personal organisational skills, including time management, and ability to meet deadlines and work under pressure
  • Good communication ability to work as part of a team
  • Commitment to and understanding of Save the Children’s aims, values and principles.
  • Willingness to travel to field offices and work in difficult environment from time to time.
  • Ability to work within a multicultural setting

Desirable

    • Experience in more than one country is an advantage.
      • Experience with substantive participation of children/ adolescents in programming.
  • Ability to be self-sufficient and resourceful, proactive in identifying and addressing challenges, yet consulting and asking for assistance as needed/relevant.
    • Ability and willingness to travel to project communities and stay in basic conditions.
