GENERAL PURPOSE
Under the general guidance of the Regional MEAL and Regional Representative, the MEAL Manager is responsible for supporting the development and harmonization of effective and robust Gender sensitive Monitoring, Evaluation, Accountability and Learning processes
KEY ACTIVITIES
Develop and Implement an ACF MEAL strategy at National level aligned with regional strategy
- Create MEAL regional strategy and ensure its effective roll out and implementation
- Ensure appropiation of International Strategy by missions and collaborate on international strategy
- Capitalize MEAL approaches and tools developed by the missions and provide recommendations on context specific MEAL strategies at country level in line with the international and regional strategy
Implement M&E system aligned to donors’ requirements
- Support, coordinate and adapt M&E mechanisms and practices
- Provide guidance and technical recommendations regarding the development of gender sensitive and protection needs assessments at country level, where requested
- Plan and execute M&E Plan in project according to M&E Standards
Contribute to quality improvement
- Lead and support gender sensitive qualitative & quantitative research across multiple countries
- Perform program quality assurance and support the country offices MEAL HoD in data quality audits, in mid-term and final reviews and provide guidance on field monitoring and evaluations
Build an accountability and learning at country level and facilitate and evidence-based programing
- Develop Gender sensitive FBM (Feedback Mechanism) tools and protocols
- Ensure timely establishment of stakeholder FBM and Accountability Frameworks at mission level based on existing best practices within ACF
- Develop an evidence-based programming and Good Practice Management
Strengthen MEAL capacities and ensure trainings at country levels
- Develop capacity building initiatives with identified stakeholders, including training and mentoring for field staff and partners based on gaps in specific areas of knowledge and practice
- Train technical focal points, regional office staff and partners on M&E tools, database use and sex and age disaggregated data interpretation to improve data for decision making
CANDIDATE DESCRPTION
- At least 5 years of experience within humanitarian organizations, and at least year at coordination level in M&E Positions or tasks
- Extensive experience on project cycle management, research, data gathering and management, statistics, quantitative/qualitative analysis and reporting
- Extensive experience in conducting surveys, assessments and evaluation for multiple sectors (Nutrition and Health, WASH, Food Security and Livelihoods, Mental Health and Care Practices, Disaster Risk Reduction)
- English (fluent); French & Spanish are assets
- Knowledge on databases and mobile data cllection systems (ODK/Kobo) would be desirable
- Availability for travelling.
REMUNERATION PACKAGE
We offer immediate incorporation to a dynamic international network with the following remuneration package:
- Formal work contract: 6 months.
- Base: Chisinau (Moldova)
- Salary: according to Action Against Hunger salary scale and according to candidate’s previous experience.
This packaged includes:
- Expatriate insurance (health, live, repatriation, travel, etc.)
- Break flights/trips to defined area: (break per diem: 215 EUR)
- Accommodation and housing expenses (in shared guest house)
- Travel costs to and from the mission.
- 25 working days of paid leave per year.
