Position Title: Monitoring Evaluation Accountability and Learning (MEAL) Field Officer

Department: TVET Program for Refugees and Host Communities in Egypt (contingent upon funding), Livelihoods Program

Compensation Band: Grade 5

Reports to: MEAL Project Officer, Livelihoods Program

Country/Location: CRS Maadi Office, Egypt

Background

The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.

Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of children who are victims of trafficking. Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the country program support department in developing and maintaining the highest level of operations standards.

CRS Egypt currently holds offices in Maadi, Cairo, and serves vulnerable communities through community-based hubs located in 6th of October and Ain Shams. The CRS Livelihoods program is funded by the Department of State Bureau of Population, Refugees, and Migration (BPRM) and the United Nations High Commissioner for Refugees (UNHCR) to support the business start-up for refugees and asylum seekers of all nationalities in Cairo, in addition to the International Labor Organization (ILO) to implement an integrated technical and vocational training (TVET) project with refugees and vulnerable Egyptian children, youth, and adults. The project supports vulnerable children and youth to enroll in technical schools to complete their secondary technical education and access vocational training opportunities.

Job Summary:

As a member of the MEAL team working on Technical and Vocational Education and Training project. You will assist in the project’s MEAL activities implementation, by working on TVET schools and centers needs assessment focusing on areas such as technical capacity, active learning, gender, protection, and social cohesion. You will be responsible for the data collection, data analysis, report writing with the support of other project and MEAL staff. You will also be involved in various project MEAL activities, including the preparation of project monthly and quarterly reports, ensuring the accuracy of data collection, providing orientation to program staff on MEAL tools created, assist in the development of MEAL tools and the preparation of reflection and learning events.

Job Roles and Responsibilities:

  • Support the development of TVET needs assessment tools, data collection mechanisms, inception report.
  • Lead at the field level, the needs assessment data collection, data interpretation and contribute to the assessment report writing.
  • Support the implementation, coordination, and monitoring of project MEAL activities at the field level, ensuring implementation schedules are met as per the detailed activity plan, and that adherence to systems for quality project implementation are strengthened.
  • Coordinate communication and facilitate information sharing among the project team, project beneficiaries, and other stakeholders in strengthening the refugee communities’ interests, involvement, and support networks.
  • Support collecting quality data using MEAL tools on a timely basis.
  • Conduct data quality assessment to ensure data is valid, accurate, reliable, complete, and timely.
  • Share insights and perspectives based on observations and interactions with community members, colleagues, and stakeholders through field monitoring visits.
  • In coordination with the project team, support capacity building events for project beneficiaries, and other relevant stakeholders.
  • Support compliance with agency and donor MEAL requirements. Provide input to MEAL system design and review discussions.
  • Contribute to simple analyses and reflective discussions on ongoing monitoring data. Contribute initial findings and implementation-based insights to project discussions.
  • Support project design phase through planning and implementing needs assessments to identify needs and gaps in the targeted population; contribute to project design decisions.
  • Other related duties, as assigned

Basic Qualifications:

Education and Experience

  • Bachelor’s Degree required. Degree in Statistics, International Relations, Political sciences, Economic Development or a related field would be a plus. Additional education may substitute for some experience.
  • Minimum of two years of relevant work experience in field research, MEAL management, including both quantitative and qualitative data collection, analysis, interpretation, and report writing.
  • Experience utilizing ICT4D tools and approaches to improve project management
  • Demonstrated experience working in community development.
  • Experience with data collection and data entry into online databases and forms.
  • Experience using MS Office package (Excel, Word, PowerPoint) and information management systems

Required Languages: Excellent command of English and Arabic.

Travel Required: Travel required to field visits; trainings, TVET centers and schools, and other relevant locations in Greater Cairo, Alexandria and Damietta, estimated at up to 40%.

Vaccination Requirement

CRS is committed to the health and safety of all program participants and staff. Staff must be vaccinated against COVID-19 as of December 1, 2021 or registered in the national registry and awaiting their first appointment. Confirmation of vaccination status will be required to undertake work with CRS as of December 1, 2021.

Supervisory: Volunteers

Internal: MEAL team (Field Officers, Project Officer and MEAL PM), TVET project staff ( Senior Project officer, Project officer and Field officers), and other programmatic support functions (Finance, procurement, IT, HR and Admin).

External: Community Members, TVET schools and private centers, Community based organizations, donor representatives and donor Implementing Partners.
