MEAL Delegate (m/f/d), Syria

The Syrian Arab Red Crescent (SARC) was founded in 1942 and consists of 14 branches with more than 11,000 staff and active volunteers throughout the country. SARC continues to be one of the main providers of humanitarian assistance reaching people with food, essential household items, medical assistance, and providing water and sanitation assistance. GRC supports SARC through joint projects, knowledge exchange and technical and managerial support.
Currently, the GRC is currently seeking a MEAL Project Delegate (m/f/d) for Syria to support SARC’s MEAL unit in establishing a unified MEAL system and trainings on effective tools. The MEAL unit at the Syrian Arab Red Crescent (SARC) was first established in January 2019, it consists of 9 staff members and its mission is to support the various programs at SARC to implement and strengthen their relevant MEAL components.

Starting date: As soon as possible.
Duration: 3 months (with possible extension for one month).
Location: Damascus, Syria

Main duties & responsibilities:

  • Review of existing SARC MEAL processes and identify gaps and define the cornerstones of a unified SARC MEAL system.
  • Support in defining the role of the MEAL unit as part of the wider Partnership and Program Support Department (PPSD) in a participatory manner, including the role of the different MEAL positions at thematic and branch level.
  • Develop, together with SARC and other partners, new tools based on identified needs.
  • Support integration of CEA into MEAL system, incl. M&E tools and processes.
  • Identify linkages between strategic and operational levels via monitoring at different levels based on the SARC Strategy and current Operational Plan, but also MEAL requirements of main partners and donors.
  • Link the unified MEAL system to the reporting system taking into account the linkage between the program unit and the MEAL unit as well as the division of tasks between the MEAL, Information Management and National Society Development units in the PPSD.
  • Conduct all duties in a professional manner following GRC and sister NS staff regulations and charter.
  • Develop and facilitate a ToT on the unified MEAL system.
  • Develop a curriculum for MEAL trainings at different levels and for different target audiences (volunteers, programme staff, MEAL staff), and tools to deliver the trainings.

Required competencies & skills:

  • Minimum of five years of experience in similar positions, reviewing and establishing of MEAL system, coaching staff and facilitating relevant workshops and trainings, Familiarity with RC MEAL systems is a strong asset.
  • Experience in designing and establishing CEA approach.
  • Experience in integrated programming, monitoring, evaluation and learning systems.
  • Experience in designing communication channels and feedback mechanisms.
  • Excellent Skills in MS office application (Word, Excel, Power Point).
  • Good command of English required / local language (Arabic) preferred.
  • Good interpretation and reporting skills required.
  • Ability to work independently and as a team member.
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles.
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’.
  • Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation/personal allowance to cover your accommodation.
