Background
War Child is providing emergency support to children affected by the war in Ukraine. War Child’s Humanitarian Response (aka as ‘Fast Aid’) is an initiative that aims to reach more children quickly in ‘real’ time humanitarian settings, when their lives are torn apart and when they need our support most. Working through partnerships, innovation and technology, Fast Aid is a catalyst to transform War Child’s collective capability to be a quick, effective and principled humanitarian agency.
Your Challenge
You are a dedicated coordinator with excellent experience developing and implementing MEAL frameworks and systems in emergency responses.
You will be responsible to actively contribute to and improve War Child’s MEAL practices by developing, and maintaining frameworks, systems, and tools. You will lead on the systematic collection of data on a project basis and ensures the effective use of MEAL information and reports to make necessary changes in project implementation and inform programming and project design. You will also ensure that the MEAL systems meet the needs of programmes, donors, implementers, and beneficiaries. They will be responsible for project level MEAL processes & analysis and will support with cross-cutting programme-level MEAL processes.
You will play a key role in building the competencies of staff, partners and relevant actors in programme monitoring and evaluation processes.
You will report directly to the Global Humanitarian Coordinator and is directly supported by the MEAL Global Advisor. You will work closely with other staff namely Coordinators, Technical Advisors, and local project partners & communities.
Your Responsibilities
Contribute to the design of new projects
· Support the Emergency Programme Coordinator in planning for and conducting needs/contextual assessments through third-party monitoring/evaluation entities or partners.
· Participate in project design workshops through presenting lessons learned and best practices surrounding similar projects and ensuring those are reflected in upcoming project designs.
· Support in proposal writing whenever needed. This includes pulling in description of MEAL activities and developing logframes, based on War Child’s Global Monitoring Framework in thematic areas.
Set-up M&E frameworks for projects
· Develop and continually refer to a comprehensive and detailed project MEAL plan which outlines key data collection, analysis, and reporting activities to be carried out by partners.
· Adopt/adapt quantitative and qualitative data collection tools that pertain to the defined project indicators.
· Deliver MEAL induction meetings with partners to present the detailed MEAL plan, War Child’s Accountability framework and planned key third-party reviews, evaluations etc.
· Guide programme teams in the use of Management Information Systems (MIS) to support data collection, analysis, and reporting needs with adherence to quality and accountability.
Mainstream monitoring and evaluation activities
· Provide partner staff with capacity building workshops or coaching sessions to ensure data is collected in a timely and accurate manner and in alignment with the project MEAL plan And War Child’ requirements including Sex, Age, Disability Disaggregated Data..
· Develop and/or streamline reporting templates that facilitate the acquisition, aggregation, and flow of information in and between programmes and projects.
· Process, analyse, report and present on collected data which is required for internal and/or donor reporting.
· Identify and address shortfalls in MEAL management and execution in collaboration with MEAL Manager and overall Programme department, including coaching when appropriate.
· Support programme and project design to ensure adherence to sector and War Child standards for programme and project MEAL.
· Ensure the M&E components of projects are implemented through guiding, supporting, and building the competency of the staff of War Child and partner organisations.
· Provide advice to the Senior Programming Staff, Project Managers and Coordinators, local partners, and communities on necessary adjustments to projects during implementation and post-implementation based on data coherence with overall programme strategy and any other metrics in place.
· Liaise with partners on any third-party monitoring activities planned for the project if applicable.
· Support MEAL unit in producing annual beneficiary counts by verifying the numbers and to be uploaded on War Child’s Rafiki system.
Internal and External Coordination
· Provide support to and coordinate between offices and programmes in all aspects of response-relevant M&E activities.
· Participate in MEAL working groups and maintain close working relationships with counterparts in other relevant international NGOs, and local NGOs and associations in the region.
· Represent War Child externally, in relevant platforms/networks focused on MEAL and information management of programmes and projects.
Your Profile
· Relevant academic background (e.g.: development, research, social science, statistics)
· Demonstrated knowledge of quantitative and qualitative MEAL systems and tools.
· Minimum 3 years of active MEAL experience in emergency response programming required.
· Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on quality.
· Experience conducting interviews and focus group discussions with vulnerable persons as well as a variety of stakeholders.
· Experience in data analysis and assessments.
· Excellent computer skills, including experience with: Excel, PowerPoint, Publisher. Experience in SPSS, Access, SQL, and any other statistical packages is a plus.
· Commitment to local capacity building and the ability to engage local stakeholders in the project design and implementation.
· Knowledge of sector standards including the Core Humanitarian Standard
· Fluency in English required. Fluency in Ukrainian, Russian, or Romanian desirable.
· Cultural sensitivity.
· Experience in partnering and providing technical support to local organizations.
· Possesses the following transversal skills: result-oriented, attentive to detail with regard routine systems and procedures and cost-conscious, works well in small team, flexible, and proactive

Our offer
Depending on the duty station, local contract with salary and secondary labour conditions based on the country’s salary scale and T&C will apply.
Location: any country, where War Child Holland has its offices. The successful candidate needs to be eligible to work in that country. Preference will be given to local candidates.
Contract: War Child standardly offers a 1-year contract with the intention to prolong after that.
