MdM currently works in 30 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MdM has been working in Lebanon for nearly 30 years. Activities are currently based in Beirut, Bekaa valley and Tripoli. The intervention aims to strengthen the national health and mental health system and to improve access to quality primary and mental healthcare. Pimary healthcare services are provided through partners. MdM works on the integration of mental health in the primary healthcare system and contributes to the development of community-based mental healthcare services through the opening and the running of community mental health centers.

TASKS AND RESPONSIBILITIES:

Under the supervision of the general coordinator, you are responsible for the supervision and the implementation of the mission’s project data management activities. You analyse data, monitor project indicators and propose adjustments. You also instigate learning and accountability mechanisms, while leading and facilitating capacity building of staff and partners on monitoring and evaluation.

You supervise the monitoring and evaluation manager as well as the IT and database manager, while working in close collaboration with the different relevant coordinators.

Your main responsibilities are the following:

Monitoring and evaluation

  • Ensure the overall supervision of data collection and compilation
  • Improve and harmonise the data collection tools used in the different health facilities and interventions
  • Ensure the follow-up and the overall quality of indicators as well as the analysis and the interpretation of data, produce summaries of data analysis and propose adjustments when needed
  • Develop the MEAL plans of the mission
  • Act as the technical referent for the use of the Monitool

Capacity building of staff and partners

  • Sensitize partners on the benefits of having an M&E system
  • Work with partners on the implementation of the different data collection and monitoring tools
  • Train and supervise staff and partners on monitoring of the different activities, implement corrective measures with them when needed
  • Provide partners with support in the reporting process
  • Coordinate and facilitate regular meetings with partners
  • Set up and lead the M&E taskforce in collaboration with the consortium coordinator
  • Consolidate the action plan for capacity building of partners

Quality and accountability

  • Coordinate the implementation of the beneficiaries’ satisfaction survey
  • Ensure the implementation of different thematic surveys in collaboration with the different technical coordinators
  • Ensure adherence and compliance with donors’ guidelines
  • Develop an accountability strategy and plan, provide support in the implementation of the accountability plan
  • Ensure accountability is integrated into project proposals
  • Design and implement the complaints mechanism in collaboration with the operations coordinator and the support services coordinator
  • Ensure complaints are adequately recorded, processed and treated

Reporting

  • Provide timelines and ensure timely submission of reports
  • Contribute to monthly reporting and ensure contribution from all relevant sectors
  • Ensure data reporting to various external platforms
  • Draft proposals, logical frameworks and reports to donors with the support of the other coordinators
  • Work in close collaboration with the other coordinators to ensure consistency, coherence and quality of reports

Team management

  • Ensure the overall management of the MEAL team (recruitment, coordination, supervision, technical support, optimisation of resources, performance appraisals,…)

Miscellaneous

  • Contribute to the production of snapshots and dashboards
  • Act as the technical referent for donors’ visibility
  • Participate in coordination meetings with partners and other actors, share relevant information with the coordination team
  • Facilitate coordination between partners and other humanitarian actors.

CONDITIONS OF EMPLOYMENT:

  • Status : Employee
  • Contract : Fixed-term contract
  • Duration : 6 months
  • Starting date: August 1, 2022
  • Gross monthly salary: 2 660 euros
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered

  • 22.5 RTT (recovery days) per year
  • 5 weeks of paid leaves per year
  • Health insurance (60% covered by MdM and 40% by the employee)

  • Teleworking agreement for positions eligible to telework: 110 days/year (minimum of 1 day per week onsite)

SKILLS AND EXPERIENCE NEEDED:

  • Master degree in development, international relations or humanitarian management
  • At least two years of experience in the humanitarian or development sector, including experience in relevant aspects of the project cycle management (setting up of monitoring and evaluation systems, writing of proposals and reports, budgets…)
