Synergy for Justice

Synergy for Justice is seeking a MEAL Coordinator to provide comprehensive support for MEAL and research activities across the Stigma Justice project. The three-year, multi-country project aims to improve justice outcomes for conflict-related sexual violence (CRSV) survivors and provide safer experiences for survivors who choose to go through the justice system. Working directly with national and international justice institutions, civil society organisations, survivors and survivor networks, Synergy for Justice will:

a) raise institutional awareness on CRSV stigma and build evidence of both the problem and what works to address it;

b) pilot and road-test Synergy’s recently developed CARSV Stigma Toolkit for Justice to help justice institutions and actors use indicators, assessments and tools to improve, measure and monitor the institutional capacity for safe and effective CRSV cases; and

c) work with survivors to ensure that they are engaged in feedback and influence justice reforms so that survivors are heard and can contribute to change.

The position involves assisting with data collection, analysis, and reporting to ensure effective monitoring, evaluation, accountability, and learning of project outcomes, as well as providing research support for the project’s activities. The MEAL Coordinator will work under the supervision of the Project Manager and in coordination with the Synergy technical team.

This role is a full-time, remote consultancy. The daily rate will be in the range of 170 – 230 Euros depending on experience and qualifications. The consultant must be based in a time zone from US East Coast time through Eastern European Time to accommodate the various time zones that stakeholders and colleagues will be working in.

Responsibilities:

  • Overseeing the project performance measurement framework (PMF), including developing the PMF data collection strategy, determining baseline data, developing data collection tools/forms to report against PMF indicators, collecting data according to the PMF reporting frequency, and updating progress to target on a monthly basis.
  • Developing the data collection strategy for lessons learned from the project’s pilots, key informant interviews, and data collection for country/criminal case studies.
  • Working with the Synergy’s communications officer and web team to identify social media and microsite analytics required for reporting against indicators.
  • Working with the Project Team and Partners to ensure M&E tools and processes are understood and properly implemented, and that they are correctly used to report on project performance in progress reports.
  • Participating in the regular monitoring of project activities to assess progress against objectives and indicators.
  • Establishing and maintaining feedback systems to ensure that project beneficiaries can provide input and feedback.
  • Contributing to the analysis of MEAL data to identify lessons learned and areas for improvement.
  • Populating and maintaining the online library of resources on stigma in the justice system.
  • Supporting the Project Manager in identifying and collecting relevant data for the research plan, production of country reports, publications, briefs, and articles on CRSV stigma, myths, and misconceptions for justice actors and institutions.
  • Assisting partners in the collection of quantitative and qualitative data through the development of surveys, interviews, focus groups, and other research methods.
  • Maintaining accurate and detailed documentation of research methodologies, processes, and findings.
  • Supporting the analysis of research data using statistical software and/or data management tools, and preparing visualisations and summaries for reports and presentations.
  • Participating in data verification exercises to validate findings and ensure consistency.

Required Qualifications

  • An advanced degree in law, human rights, statistics, political or social sciences, or a related field.
  • At least 5 years of experience in Monitoring and Evaluation (M&E), with responsibility for designing or implementing M&E systems for Results-Based Management (RBM) covering a wide range of topics, including theories of change, logic models, quantitative and qualitative data collection methodologies, indicator formulation, baseline setting, evidence-based decision-making, strategic planning and reporting, beneficiary monitoring, and evaluation techniques.
  • Previous work experience in implementing M&E systems in remote management and multi-partner projects is considered an asset.
  • Fluency in verbal and written English.
  • Strong research skills across multiple disciplines.
  • Excellent written and oral communication skills.
  • Experience with data collection in developing countries or vulnerable settings.
  • Demonstrated cultural sensitivity, negotiation, and diplomatic skills.
  • Ability to work both independently and collaboratively in a team environment.

Desirable:

  • Experience in working on M&E for human rights or justice programmes or projects is an asset.
  • A good understanding of survivor-centred approaches.
  • Experience working with experts and in multi-disciplinary teams.
