The position is to be filled as soon as possible, with an initial contract duration of one year. There are good prospects for an extension. Employment location will be Duhok, Iraq.

Welthungerhilfe (WHH) has been active in Iraq since 2014 and is currently maintaining offices in Baghdad, Erbil, Duhok, Sinuni and Tikrit. The country programme focuses primarily on Humanitarian Aid, WASH, Economic Development and Partnership Development. As MEAL Coordinator (Monitoring, Evaluation, Accountability and Learning), you will support and advise the programme leadership as well as the M&E staff to improve the quality, results and impact of the country programme through collaborative and effective M&E systems, research methods, continuous learning and management of key accountability systems.

Your responsibilities

  • Manage the MEAL department in the Country Office Iraq and supervise respective national staff
  • Oversee and implement actions and objectives as defined in the MEAL department strategy and action plan
  • Collaborate with and advise MEAL Project Officers in order to mainstream M&E in project implementation and programme development
  • Oversee and manage all overarching MEAL systems/processes according to the MEAL short-cuts library – such as Monthly Activity Updates (MAUs), organizational projects overview database, WHH Iraq’s assessments and reporting database, MEAL toolkit, etc.
  • Manage WHH Iraq’s key accountability mechanisms and reporting systems including the external Feedback and Complaints Response Mechanism (F-CRM) and policy
  • Approve and advise on appropriate research methodologies for MEAL assessments and evaluations
  • Provide technical support to MEAL Officers regarding database management, data collection, analysis and reporting
  • Design and oversee the implementation of the Core Humanitarian Standards (CHS) for organisational self-assessment

Your profile

  • A university or polytechnic degree in a relevant field such as international relations, research, social science or qualifications that are commensurate with this position
  • Prior experience in monitoring and evaluation, research, and post-conflict project management.
  • Experience with and commitment to working with community participation and accountability systems
  • Previous experience with first phase emergency response is essential
  • Experience in managing/supervising and coaching staff
  • German donor experience would be an advantage
  • Ability to work in a team as well as independently
  • Excellent communication and influencing skills with experience in advocacy
  • A high level of mental and physical resilience and willingness for duty trips in rural areas
  • Readiness to receive necessary vaccinations for traveling to Welthungerhilfe’s project countries
  • Excellent spoken and written English; German or Arabic or Kurdish language skills would be an asset
