Salary: 52,370 PHP per month

Position Type: Fixed term contract (1yr) with possibility of extension based on availability of funds

Location: Cebu, Philippines with frequent travel to other areas of the country

Role Purpose:

This is an exciting time at ShelterBox Operations Philippines, Inc. and we have ambitious targets of sheltering more and more families each year. Monitoring and Evaluation processes are at the heart of evidence based strategic growth and ensure that responses are delivered in-line with humanitarian best-practice. Developing and implementing user-orientated tools enables Response Teams and partners to learn and improve and ensures that our supporters understand the impact of their contribution.

Who are we looking for?

We are looking for people with a passion for supporting and driving evidence-based decision-making. The contexts in which we work can be changeable and challenging. Developing monitoring and evaluation systems that work for our Response Teams and Partners is critical to success. The right person will be passionate about programme quality with experience developing M&E systems that draw upon qualitative and quantitative methodologies, facilitating robust and inclusive analysis of M&E findings, good report writing, coupled with the interpersonal skills to work with operational teams and partner organisations throughout humanitarian responses.

Duties will include but not be limited to:

A. Monitoring & Evaluation (M&E) – M&E planning, tool development, reporting tools, regular monitoring, assessment, and evaluation

  • Develop M&E Plan in alignment to ShelterBox Trust’s M&E Plan, framework and strategy
  • Develop M&E tools and process to ensure data collection is rigorous, robust, ethical, situation-appropriate and ensure that operational activities comply with sector best practice for accountable humanitarian project management
  • Work with project managers and partner organisations (if applicable) to agree and deliver an appropriate level of reporting in line with M&E activities and donor requirements
  • Carry out evaluations such as After-Action Reviews, Real-Time Evaluations and Impact Evaluations to inform programming
  • Deploy in a specialist capacity, travelling throughout the Philippines as necessary, in particular during emergency response phases

B. Accountability & Learning (reporting, feedback mechanisms)

  • Establish context-specific and inclusive feedback mechanisms that empower beneficiaries and affected community members to easily report issues/complains that will be managed in a transparent and accountable manner
  • Collate, analyse and report through quality reports on monitoring and evaluation information relating to operational activities, outputs and outcomes for accountability and learning
  • Support the programmes team in project progress reporting internally and to donors and review progress reports from the partners (if applicable)
  • Disseminate monitoring and evaluation information and findings in written, oral and visual forms, and in a manner suitable to the audience
  • Capture, document, and share ‘lessons learned and future recommendations’ with SB and external stakeholders

C. Resource Mobilization

  • Participate/lead (as necessary) in the development of project/response proposals ensuring all activities support the Accountability and Learning Strategy
  • Review project proposals from partners, if applicable
  • Work closely with Fundraising colleagues at HQ to maximise support for their activities, providing regular and ad-hoc reporting on project outputs, outcomes, and learning
  • Support the Country Manager with local resource mobilisation efforts, if applicable

D. Branding & Communications

  • Work closely with Branding & Communications colleagues to maximise support for their activities.

E. Capacity Building

  • Train and mentor response team members (staff and volunteers) in carrying out MEAL activities such as data collection, assessment, collation and reporting to ensure accountability and learning internally, and to the donor (if applicable)
  • Keep up to date with sector techniques and trends, providing advice and guidance on processes, methods and best practice in MEAL to colleagues.
