About the role: This is a 3 month unaccompanied role with the possibility of extension with a salary of Band 4 €43,268 – €48,076. The role is based in Khmelnytskyi, Ukraine with frequent travel to field areas of operations, if security conditions allow. You will be working as part of JERU (Joint Emergency Response Ukraine). Concern Worldwide, Welthungerhilfe (WHH) and CESVI are working together in Ukraine, using their combined resources and reach to ensure a quick and effective emergency response.

You will report to the Ukraine Programme Director. You will be responsible for line managing the M&E and Accountability Assistant. You will liaise with the Country Director, District Managers and Programme Managers. You will also represent Concern in consultation with Programme Director to Clusters, Coordination Fora, UN agencies, Donors and NGOs.

We would like you to start as soon as possible.

Your purpose: You will manage the MEAL (Monitoring, Evaluation, Accountability and Learning) team to ensure high quality programming and learning through quantitative and qualitative monitoring and accountability to beneficiaries of Concern’s programmes.

You will be responsible for:

Planning/Development (30%)

  • Design, lead, and manage the set-up of program level MEAL systems, including on designing MEAL staffing structure, MEAL basic strategy and MEAL resourcing.
  • Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of MEAL activities and reporting, in line with WHH (humanitarian) policies and procedures (digital data collection methods)
  • Participate in program design and proposal discussions, including support on theory of change development, log frame design, and budgeting for MEAL.

Program Support (50%)

  • Provide leadership and support in planning and standardizing MEAL across the response
  • Oversee the development and application of data collection tools, methodologies and plans that can foster an adaptive programme capacity to rapid context changes
  • Work with the MEAL departments of local partners to ensure effective monitoring systems and tools are in place which address indicators set out in partnership agreements. Provide technical advice and support where needed.
  • Ensure that monitoring data are fed into management decisions and used in program management
  • Support the recruitment of new MEAL staff in country and field offices; line-manage these staff and provide capacity building and training for new staff on MEAL technical and conceptual areas

Management and communication (20%)

  • Liaise with peer organizations and MEAL staff in partner agencies to facilitate lessons learned and coordination
  • Support Head of Programme with technical decisions and communication with third party actors and consultants

Your skills and experience will include:

Essential:

  • At least 3 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including MEAL capacity and systems development
  • Graduate degree in directly related field, such as international development, social data science, etc. (Significant work experience in directly related field will be considered in lieu of specific MEAL related education)
  • Experience with large cash-based programming monitoring / evaluation processes.
  • Thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in relief programs, using both quantitative and qualitative methods
  • Understanding of data and information needs for program management and decision making
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • High level English language proficiency
  • Ability to work under pressure, independently and with limited supervision
  • Good communication and coordination skills

Desired Skills

  • Past experience with start-up operations
  • Ukrainian and / or Russian is an asset
  • Political and cultural awarenessand sensitivity
  • Knowledge of the political situation in Ukraine
  • Knowledge of UN system, experience with field level coordination with UN organisations, INGOs, main relief Donors
