General context of the project
INTERSOS is a humanitarian organisation that works all over the world bringing assistance to people in danger, victims of natural disasters and armed conflicts. With its humanitarian operators, INTERSOS intervenes to timely and effectively meet the needs of people in crisis, with a particular attention to vulnerable groups, such as women and children. Over the years, INTERSOS has developed activities in multiple sectors, such as protection and psychosocial support, primary health care, distribution of essential goods, shelter, water and sanitation, and education. As of February 2022, INTERSOS has operations in 19 countries – from South America to Africa and the Middle East, and is in the process of opening its 20th Mission.

General purpose of the position
2022 marks the first year of the new Strategic Plan 2022-2024, which sets out the Organisation’s strategic objectives for the next three years and the related actions foreseen to achieve them. Above all, there is the willingness to be a more transparent, accountable and fit-for-purpose Organisation: thus, to have timely and accurate data, which allows programmes monitoring and evidence-based decision making, as well as better accountability, becomes itself a priority. It is for this reason that a new Monitoring, Evaluation, Accountability & Learning (MEAL) system must be defined at global level and then streamlined (and adapted) across all missions.

Main responsibilities and tasks
Overall objective

  • Taking into consideration what has already been developed at mission level, as well as the resources available (and/or foreseen) both at HQ and in the various missions, the MEAL Consultant will produce a MEAL Framework inclusive of, though not limited to:
  • Definition of the most efficient MEAL Unit organigramme, tailored to the Organisation’s resources, inclusive of recommendations for roles and responsibilities of the MEAL team, as well as work processes and MEAL-related shared responsibilities with the Programmes department
  • Guidelines related to all MEAL activities that must be incorporated and implemented throughout the project-life cycle;
  • Specific guidelines on procedures and policies related to Accountability towards Affected Population (AAP) and Data Protection, as integral part of MEAL activities and responsibilities

Scope of the work

  • The Consultant should assess the MEAL tools already in place and how relevant they are considering the main operational challenges and the expected objective. To do this, the Consultant should exchange with both the HQ Programmes Dpt and the staff at mission level, to understand what is in place, which are the main needs reported by the field staff (in terms of both support and capacity building) as well as the main challenges faced in their daily work.
  • Based on this assessment, the Consultant should identify the current processes and procedures deemed effective and appropriate, complement whatever is missing, and then make it one unique Framework that can be streamlined to the different Country Offices.
  • Finally, the Consultant should look at the resources available within the Organisation (or those planned in the short-to-medium term) to tailor the defined package to the different contexts of intervention, and provide guidance on how to do so.in responsibilities and tasks

Required profile and experience
Education
University degree in either social sciences/international relations or information management/statistics – or respectively related fields.

Professional Experience
Minimum 5-7 years experience in planning, developing, implementing, and managing MEAL activities for humanitarian programmes, especially in protracted crises.

Professional Requirements

  • Understanding of latest thinking around accountability;
  • Proven record in research, report writing and analytical thinking;
  • Evidence of published research reports preferred;
  • Ability to process and analyse substantial amount of data;**Languages**
    Fluency in English;
    Working knowledge in French.
