General Responsibilities (Overall purpose)

Reporting the MEAL Officer, the MEAL Assistant provides technical and methodological support to project teams. He/she will help develop monitoring plans and engage in the roll-out of monitoring tools in compliance with Tdh’s approaches and methods at a project or program level.

The MEAL Assistant will be responsible for carrying out field site visits to program sites (for at least 50% of the time) in order to assess implementation is carried out in line with Tdh’s program quality standards. Additionally, the MEAL Assistant will take the lead in collecting complaints and feedback that are provided by beneficiaries at site locations and returning these to the Amman office for processing.

The M&E Assistant helps collect, process and analyse data at a project/ program level, and ensures that monitoring information is effectively communicated. He/she takes part in internal and external evaluation processes.

Specific Responsibilities / Context (Tasks)

Monitoring Plans

  • Helps develop project monitoring plans and adapt and roll out monitoring tools to meet project and program requirements.
  • Checks that collection tools are consistent with M&E plans.

Monitoring activities

  • Assists in collecting data identified in the M&E plan.
  • Supervises and/or supports collection of data for activities in the field while respecting ethical and methodological standards.
  • Assist with data entry for the monitoring tools provided by project teams using the appropriate tools, when applicable.
  • Informs the MEAL Manager of any unmet targets, contextual changes (risks and opportunities) and negative effects on beneficiaries.
  • Helps manage and organize MEAL information while ensuring that confidential data is protected.
  • Helps recruit, train and supervise monitoring volunteers involved in occasional data collection activities (investigators).

Communication and reporting

  • Helps in developing presentations adapted to different target audiences.
  • Provides information related to beneficiaries count required for report writing.

Program Quality

  • Visit Tdh partners on a weekly basis to assess program quality and implementation is in line with Tdh standards
  • Conduct monitoring visits for Tdh programming to ensure it falls in line with Tdh program standards for quality.
  • Provide MEAL Manager, Program Manager and Program Coordinator with site visit reports (checklist) after each field visit, with any recommendations.

Accountability

  • Ensure that both Tdh and partners are following accountability mechanisms at program locations.
  • Collect feedback and complaints from boxes in program sites and return to the Amman office for actioning.

Evaluation

  • Supports the internal and external evaluation process (by providing monitoring data, logistical support and assistance in monitoring the results of evaluations).

  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention polices.

As well as the following specific “professional” competencies:

  1. Basic knowledge of project cycle management
  2. Familiarity with developing and implementing basic M&E tools; such as monitoring tools in the humanitarian aid and development sector, baseline and end lines…etc.
  3. Familiarity with quantitative and qualitative collection methods in the humanitarian aid and development sector
  4. Command of IT tools and experience in using databases
  5. Experience in Excel is a must

Requirements for the position

  • Entry level or minimum one year experience in the humanitarian sector
  • BSc/BA/BEng in Social Sciences, Computer Sciences, Statistics or related field
  • Working knowledge in using advance excel functions
  • Fluent in English (Spoken and written)
  • Ability to travel to the field daily for at least 50% of the month

Work location (Country + city):position based in Amman (Jordan) with regular travel to operational sites in Jordan where Tdh operates (around 50% of time).
