Job title: MEAL Assistant

JOB Purpose:

The Monitoring, Evaluation, Accountability, and Learning Assistant (MEAL) will be responsible for field-level monitoring of the implementation of the project which includes monitoring visits and spot checks, drafting field monitoring reports, supporting in the verification of beneficiary database, supervising and participating in the data collection for activities such as post-implementation monitoring (PIM) and other evaluations and surveys.

The MEAL Assistant will work closely with the MEAL officer to implement best-practice monitoring and evaluation tools and assessments. This will include training of casual workers on best practice approaches to data collection, including ensuring the confidentiality and rights of beneficiaries are respected. The MEAL Assistant will support the analysis of results and help develop products to disseminate the findings of surveys and assessments and will support the accountability activities.

Major Responsibilities

Field monitoring visits

Regularly visit the field and submit informative field monitoring reports that capture project outputs and

provide regular summaries of key issues raised during field visits and make relevant recommendations.

Participate and supervise data collection in the field

Participate in data collection and process monitoring processes such as PIMs and FGDs.

Provide supervision of enumerators during data collection.

Conduct data quality checks in the field and ensure the accuracy and completeness of survey questionnaires

Data verification

Support in the verification of beneficiary databases.

Make sure all the needed supporting documents are available at the field level.

Support MEAL officer

  • Assist MEAL Officer in data analysis and drafting reports.
  • Assist MEAL Officer in MEAL documentation of information.
  • Other support whenever needed

Receive complaints through a variety of channels from beneficiaries and provide appropriate and timely answers

  • Collect feedback and complaints during the project activities using the dedicated forms.
  • Reply to feedback and complaints in a timely manner respecting WV Internal Standard Operating Procedure.
  • Communicate effectively with projects Complaints Mechanisms (CRM) focal points to follow up on the different feedbacks and complains per to the protocols.
  • Coordinate with the accountability team field staff to make sure all feedback and complains are addressed and recorded in the proper way.
  • Ensure that beneficiaries are kept fully informed of progress as per WV Internal Standard Operating Procedure.

Responsible for information provision to targeted beneficiaries

Share the updated information provision materials on regular basis through the preferred methodologies to the targeted beneficiaries taking into consideration that key information reaches beneficiaries and marginalized groups through a number of methods.

Ensure to be informed and aware of the project’s activities in order to make sure to provide accurate information (in case information is missing ask the Program Manager).

Knowledge/Qualifications for the role

Required Professional Experience

Minimum one year of experience in working in a relief or development NGO in a similar job.

Required Education, training, license, registration, and certification

BA/S (preferably MA) in education or any other relevant field

Preferred Knowledge and Qualifications

  • Additional experience with refugees, emergency response, and NGO experience preferred
  • Experience in WASH projects.
  • Familiarity with GIZ rules and regulations.
  • Computer skills, in particular email, Microsoft Word, PowerPoint, and Excel. Working knowledge of SPSS an added advantage
  • Fluency in Arabic and English.
  • Excellent report-writing skills in English.
  • Detailed-oriented and able to verify data quality
  • Communicates with integrity to different stakeholders (strong interpersonal skills)
  • Good contextual knowledge of the local community and social/cultural constraints, realities, and organizational relationships.
  • Inspires trust within/outside of the organization
  • Develops high levels of credibility and accountability

Travel and/or Work Environment Requirement

• The position requires 70% of the time to be field-based and 30% at office level

• Position requires willingness and ability to continue to function during a crisis, including during a World Vision response to a manmade or natural disaster.

• The position requires availability and willingness to work outside regular office hours occasionally.

Language requirements:

• Excellent written English, with fluency in speaking Arabic and English.

• Ability to write very good quality reports in English is required
