Description

  1. Role and responsibilities

The purpose of the Monitoring and Evaluation (M&E) Technical assistant is to support the programme teams to implement the projects efficiently and effectively. Within this context, the M&E Technical assistant will provide technical support to programmers under the supervision of the M&E coordinator. M&E Technical assistant will be reporting to M&E coordinator. The Position will be based in Kirkuk with traveling to Hawiga and Tuz.

Generic responsibilities:

  1. Ensure adherence with NRC policies, tools, handbooks and guidelines
  2. Implement delegated M&E project portfolio according to plan of action
  3. Prepare and develop status reports as required by M&E Coordinator
  4. Ensure proper filing of documents
  5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  6. Promote and share ideas for technical improvement
  7. Support and contribute to the development of a data management system through documentation, implementation and coordination of standardizes information flow of M&E activities and reporting
  8. Conduct field monitoring and verification of implemented projects as needed

Specific responsibilities:

  1. Conducting data collection from the field for Monitoring and Evaluation with beneficiaries’ non-beneficiaries within the target communities.
  2. Support the M&E coordinator with data analysis, and provide inputs to reports.
  3. Ensure quality data collected from the field using pre-defined tools.
  4. Support the M&E coordinator in maintain the M&E databases updated.
  5. Support the programme staff in sensitizing target communities on NRC Community Accountability Response Mechanism (CARM).
  6. Conducting KIIs, FGDs and Surveys as requested.
  7. Carry out field monitoring visits and follow-ups.
  8. Carrying out PDMs, PIMs, Classroom observations and Outcome surveys.
  9. Support in developing data collection methodology and tools, and in actual data collection, as needed
  10. Support in data management and development of clear information flow between program and M&E staff
  11. Conduct qualitative and quantitative field monitoring and verification of project implementation.
  12. Any other task relevant to the position as requested by M&E Coordinator.

  • Experience from working as a M&E Assistant or similar jobs in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities

 

Context/ Specific skills, knowledge and experience:

  • Experience and knowledge of principles and current approaches to monitoring and evaluation in relief and/or development programs, using both quantitative and qualitative methods
  • University bachelor degree preferably in social science, economics, rural development or in other related field.
  • At least 2 years of experience in an international/local non-governmental organization (I/NGO) preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • Computer skills, including MS Office (Word, Excel, PowerPoint and Outlook)
  • Fluency in Arabic, Kurdish and advanced English – both written and verbal
