M&E Reporting Delegate

Job Purpose

The Monitoring and Evaluation (M&E) Reporting Delegate will be responsible for collecting, analysing, and interpreting data to generate numerous reports, ensuring data quality and accuracy, creating visualizations and presentations to effectively communicate findings, collaborating with stakeholders to identify data needs and priorities, and adhering to relevant regulations and ethical standards in data collection and reporting. She/he will provide oversight, monitoring and evaluation for all programmes and activities within the organization. The role will involve developing, implementing, and maintaining effective M&E reports, tools, and processes that will ensure high-quality data collection, analysis, and reporting.

Job Duties and Responsibilities

Monitoring

  • Conducting statistical analyses, and providing recommendations for policy or decision-making based on the data.
  • Lead the development and implementation of research studies, surveys, and other data collection efforts.
  • Develop and implement M&E plans and frameworks for all programmes and activities within the organization.
  • Develop and implement data collection tools and processes that are consistent with best practice standards and ensure high-quality data collection, management, and analysis.
  • Conduct regular data quality assessments and provide recommendations for improvement where necessary.
  • Compile and analyse program data, providing regular feedback to management on program progress and performance.
  • Prepare and submit periodic reports to donors and other stakeholders in accordance with program reporting requirements.
  • Provide technical support to program teams to ensure that data is collected, analyzed, and reported accurately and on time.
  • Ensure that programme data is managed and stored securely and in compliance with data protection regulations.
  • Conduct training for staff and partners on M&E tools, systems, and processes.

Reporting

  • Develop various reports and visualizations to communicate findings and provide recommendations for data driven decision making.
  • Populate internal and external reporting requirements, assist quality control and final editing of key reports as required.
  • Defining and tracking relevant indicators and metrics to monitor performance
  • Collecting and compiling data from various sources
  • Analysing and interpreting data to identify trends, patterns, and anomalies
  • Presenting findings to stakeholders, such as management or programme staff
  • Making recommendations for improvements or changes based on the data
  • Support the implementation of M&E systems to follow up on the indicators’ progress, and report accordingly
  • Ensure a common understanding of indicator calculations

Evaluation

  • Lead M&E surveys, reviews, lesson-learning exercises/workshops, evaluations, or other relevant studies, to ensure they are timely, useful and ethical and uphold IFRC’s criteria and standards.
  • Guide baseline studies, endline studies, and ensure proper collection and analysis of data, in coordination with TRC and the IFRC data team.
  • Participate in any internal reviews of operational progress, including lesson learning reviews.
  • Supporting in the development of ToRs for internal and external evaluations, studies, reviews, and lessons learned

Position Requirements

Education

Required

  • Graduate degree in social science, humanitarian studies or other relevant areas
  • Post-graduate qualification in a related subject to M&E and research methodologies

Experience

Required

  • A minimum of 4 years’ experience of working in monitoring and evaluation within the humanitarian sector
  • Experience in conducting qualitative and quantitative research
  • Experience of procedures and reporting requirements of ECHO-funded projects
  • Experience in cash transfer programming and/or social safety nets

Preferred

  • Experience working for the RCRC Movement
  • Experience in NS capacity strengthening

Knowledge and Skills

Required

  • Excellent knowledge of monitoring and evaluation tools and principles, including experience with logical frameworks
  • Excellent knowledge of qualitative and quantitative research methods, incl. sampling strategies for large-scale surveys
  • Knowledge of assessment, survey and monitoring methodologies and experience of implementing them
  • Strong skills in designing and using M&E concepts, tools, and best practices
  • Experience in mentoring and capacity building
  • Good understanding of the humanitarian and political context in Turkey
  • Must be comfortable using Microsoft Word, Excel, and PowerPoint and conducting desk research.
  • Highly organised with ability to manage multiple tasks in a results focused manner
  • Excellent relationship building and interpersonal skill, particularly in diverse cultural contexts
  • Strong analytical and written skills

Preferred

  • Knowledge design of either SPSS, R, Stata or SPSS etc.
  • Experience with NVIVO and DEEP Platforms for qualitative data analysis

Languages

Required

  • Fluently spoken and written English
  • Good command of another IFRC official language (French, Spanish or Arabic)
  • Other languages: Turkish
