1. Background
The Government of Jordan (GoJ) and the Agence Française de Développement Group have been working together for civil protection strengthening and Disaster Risk Reduction (DRR) since 2019. The AFD support has taken the shape of a 5M EUR grant to finance the “Strengthening Civil Protection and Relief Capacities in Jordan” project, implemented for one part (1.5 M EUR, now closed) by Expertise France, and directly (3.5 M EUR) by GoJ for the procurement of vehicles and equipment, for which delivery is expected by the end of 2023. The technical assistance implemented by EF finished on June, 30th, 2023.
Following the expression by the Jordan Civil Defense (JCD) of need to ensure a continued partnership and strengthen the results and impact of the “Strengthening Civil Protection and Relief Capacities in Jordan” project, AFD and the French authorities, have recently agreed to commit to an additional envelope for technical assistance (TA). The envelope will be financed through the Fund for technical expertise and exchanges (FEXTE) for a maximum amount of 600 000 EUR.
In continuity with the “Strengthening Civil Protection and Relief Capacities in Jordan” project, the TA will be implemented by Expertise France for 15 months, at the benefit of and in close coordination with GoJ.
2. Objective
The objective of this consultancy is to update the log frame of Strengthening Civil Protection and Relief Capcities in Jordan Project to ensure it accurately reflects the current project scope, objectives, indicators, and outcomes. This update will enhance monitoring and evaluation processes and facilitate better project management and reporting.
3. Scope of Work
- Review Current Log Frame: Assess the existing log frame to identify gaps, outdated information, and inconsistencies.
- Consultation: Engage with the Project Manager and Project Field Coordinator to gather input and ensure the updated log frame aligns with project goals.
- Update Log Frame: Revise the log frame to incorporate new information, refine indicators, and ensure alignment with project objectives.
- Validation: Present the updated log frame to the Project Manager and Project Field Coordinator for validation and feedback.
- Finalization: Incorporate feedback and finalize the log frame.
4. Deliverables
- Revised Log Frame: Updated log frame with clear objectives, indicators, and outcomes | September/October 2024
- Final Report: Document detailing the process, changes made, and justification for updates | 1st Semester 2025
5. Timeline
The consultancy is expected to be completed within 5 days. Below is the proposed timeline for the tasks:

Preparation
Review project documents and existing log frame.
Day2
Initial Consultation
Meet with the Project Manager and the Project Field Coordinator to discuss objectives and gaps.
Compile the Data.
Day3-4
Draft Revision
Update the log frame based on consultations and initial review.
Day5
Validation and Finalization
Present the revised log frame to the Project Manager and Field Coordinator (and other stakeholders if needed) incorporate feedback, and finalize the log frame.
6. Qualifications
- Proven experience in monitoring and evaluation, particularly in updating log frames.
- Strong understanding of project management and log frame methodology.
- Excellent communication and stakeholder engagement skills.
- Ability to work independently and meet tight deadlines.
7. Reporting
The consultant will report to the Project Field Coordinator with the support of Project Manager, who will provide oversight and support throughout the consultancy period.
8. Payment
Payment terms will be agreed upon prior to the commencement of the consultancy and will be based on deliverables.
