BACKGROUND

Kenya is planning to conduct a malaria program review (MPR) for the Kenya Malaria Strategy (KMS) 2019-2023. This will be the final evaluation of the malaria program performance at the end of the five-year implementation period of the current strategy. A mid-term review (MTR) was conducted in 2022 and covered review of the 2019/2022 period. It is envisaged that the recommendation of both the MPR and MTR shall inform development of the next strategic plan.

CHISU is seeking to hire an experienced M&E and surveillance consultant to support development of an M&E Plan for the new Kenya Malaria Strategy. The consultant will work closely with the CHISU Program staff, the surveillance, M&E manager, malaria thematic leads, and the lead consultant.

SCOPE OF WORK

The specific scope of work for the consultant entails achievement of the following tasks:

Task

a. Draft the performance framework and logical framework for the malaria strategy:

  • Work with the thematic teams to document the performance indicators (impact and outcome level)
  • Work with the thematic teams to set annual targets for the performance indicators
  • Outline the logical framework

Level of Effort (days): 5 days

Deliverable: Draft performance framework and logical framework

b. Consolidate information for the M&E Plan including the indicator matrix

Deliverable: Draft M&E Plan

c. Prepare and present the draft M&E Plan to the committee of experts

Level of Effort (days): 1 day

Deliverable: PowerPoint presentation

d. Revise the draft based on feedback from stakeholders

Deliverable: Final M&E Plan

DURATION OF THE ASSIGNMENT

20 days

EXPECTED OUTPUTS/DELIVERABLES

  1. Performance and logical frameworks for the malaria strategy
  2. Monitoring and evaluation plan

QUALIFICATIONS/EXPERIENCES/COMPETENCIES

An advanced degree in a health-related field such as public health, epidemiology, biostatistics or related field

  • 10 years or greater experience in the management of public health programs in developing country contexts.
  • Prior experience with health system evaluations/reviews/surveys or malaria programme reviews.
  • Experience in epidemiology of malaria, malaria surveillance, monitoring and evaluation, and malaria elimination.
  • Experience working in countries with high and low transmission burden settings.
  • Experience working in international health organizations or funding agencies.
  • Experience with data analytical skills including advanced Excel and basic computer skills.
  • Good understanding of health systems of low- and middle-income countries.
  • Demonstrable ability to work with Ministry of Health teams.
  • Excellent writing abilities and skills, with evidence of having produced high quality reports for high level audiences and assignments.
