The humanitarian aid organisation Ärzte der Welt e. V. is the German division of the international network Médecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.

MdM has been operating in Eastern Ukraine since 2015, targeting the most vulnerable communities and people by improving access and quality of health care services for the population in Luhansk Oblast and Donetsk Oblast. Since February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently MdM maintains an office in Chernivtsi and an office in Dnipro. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH, MHPSS and support to GBV survivors) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several hospitals and primary health care facilities.

In support of our work in Donetsk Oblast and Dnipropetrovsk Oblast, MdM Germany is looking for an experienced MHPSS Manager (national or international) to be based in Dnipro. The MHPSS Manager is responsible for the management and strengthening of the mental health and psychosocial support activities of MdM Germany in Ukraine and is reporting to the Field Coordinator (Country Representative)

Responsibilities

  1. Programming
  • Provide clinical supervision and technical support to outreach psychologists and the Mental Health Officer on a field level on their daily activities in order to ensure safety for the staff and beneficiaries;
  • Support the team in the implementation of MdM Mental Health and GBV Guidelines and procedures so all components of the program are consistent and in line with international MHPSS standards and good practices;
  • Assess knowledge and skills to develop individual capacity building plans for MHPSS team and local health care providers and assist in organizing and/or in providing trainings accordingly (building skills of psychologists, how to deliver psychoeducation, integration of MHPSS for primary health care staff, reporting, MHPSS for GBV survivors etc.);
  • Identify needs and topic areas for IEC materials on community level, to plan awareness-raising activities on MHPSS and GBV jointly with health focal points;
  • Support the development of quality referral pathways for MHPSS needs identified through MdM activities;
  • Follow up the quality of MHPSS activities through regular field visits and monitoring of data collection processes;
  • Maintain a regular communication with field staff to help improve overall Health intervention and respond to the needs that have been identified;
  • Subordinate to Field Coordinator through regular discussions/ communication to help enhance program implementation;
  • Initiates, plans and implements needs assessments on MHPSS relevant topics on the community level;
  • When needed, substitutes staff members (psychologists; MH Officer) in the direct provision of services.
  1. HR Management
  • Participate in the recruitment of mental health staff for the organization;
  • Assure direct management of MH officer and psychologists;
  • Conduct annual appraisals of staff under his/her supervision;
  • Provide follow up and approval working hours and leaves of the staff under his/her supervision;
  • Identify needs and contribute to capacity building of the MH team.
  1. Coordination with NGOs, local associations
  • Maintain regular contacts with other NGOs and state organizations engaged in the provision of regional and community level MHPSS supports, through meetings, training, workshops, etc.;
  • Attend MHPSS Working group at regional level;
  • Ensure coordination and communication with health partners and MdM project partners;
  • Provide a short summary when meetings are attended.
  1. Reporting
  • Provide regular reporting (e.g. Situation Monthly Report) to the FieldCo, detailing activities done, supervision, training given, assessments undertaken etc.;
  • Follow up, consolidate and analyse daily mental health reports;
  • Analyse the mental health data on a regular basis and develop corrective measures when needed;
  • Contribute to data collection and presentation for advocacy activities on the mission level.
  1. Other tasks and responsibilities
  • Provide regular reporting (e.g. Situation Monthly Report) to the FieldCo, detailing activities done, supervision, training given, assessments undertaken etc.;

Experience

  • Significant experience working with NGOs and INGO in humanitarian response;
  • Knowledge and experience of Donetsk oblast is a plus;
  • Experience in mental health and psychosocial support during emergency response, including support to victims of gender-based violence;
  • Familiarity with international standards in MHPSS, including IASC Guidelines and evidence-based interventions is highly desirable;
  • Experience in development and implementation of supervision framework is desirable;
  • Training design, content development and delivery;
  • Knowledge of Ukrainian policy and national guidelines on mental health and gender-based violence;
  • Experience in networking and coordination with local authorities, partners to ensure quality referral process;

  • Very good command of written and spoken English (compulsory). Ukrainian / Russian a valid asset
