MdM Germany Country Representative Jigjiga – Ethiopia

Ärzte der Welt / Doctors of the World / Médecins Du Monde (MdM Ge) is a network of 17 humanitarian non – governmental organisations, working in health and medical aid in domestic and international projects. The focus lies on ensuring access to primary healthcare services, SRH / MCH services (incl. GBV) and psychosocial support. Furthermore, MdM is advocating for a universal access and rights to health services, especially for disadvantaged groups and people affected by crises and conflicts.

The MdM Network has been working in Ethiopia since 1986, implementing long-term interventions and emergency response.

The current approach of MdM Ge in Ethiopia is focusing on humanitarian projects in the Somali region and on development oriented local partner support in Afar region. The humanitarian intervention in the Somali region is aiming to improve access to and quality of health care services (focus on SRH) and prevention of epidemics (incl. Covid-19) in currently three areas in Somali region.

MdM Ge is working in two locations with funding from the German Foreign Office. In the IDP Camp Qoloji I+II Fafaan Zone and surrounding communities, a focus is put on strengthening health services. The other intervention area is currently Gerbo, Nogob Zone. MdM Ge is focusing on improving life saving SRH services, prevention of epidemics and overall support to the health facilties (pharmacy management, training, structural repairs). Nutrition and WASH are carried out with a local partner. New intervention areas will be identified, according to needs assessments.

With ECHO funding, MdM Ge works in a consortium with MdM France and COOPI in Oromiya and Somali region. MdM Ge focuses on supporting health facilities in the Somali region and focuses on the community outreach and mobile components.

With BMZ a development oriented project in Afar region is implemented by an Ethiopian NGO in collaboration with MdM Ge. A follow-up project is planned jointly, depending on access, the political context and security situation.

The MdM Ge Coordination office is in Jijiga, Somali Region.

The Country Representative of MdM Ge coordinate closely with MdM France in the country. S/he is responsible for the overall coordination of the project teams, management of the team, the implementation of the programme, the management of security and the relationships with partners.**

Hieracrchiacal & Funktion Links

S/he reports to Desk MdM Ge HQ Munich. S/he manages directly the programme team, which is composed of up to 45 local staff and up to 4 expat staff. **

Representation

  • Represent MdM Ge with authorities (ministries, institutions etc.) at a policy and decision-making level in Somali region and national level, maintain/build strong relationships with local authorities, local communities and the international and national organisations and donors.

  • Follow contextual development in Ethiopia and Somali region and maintain strong relationship and close collaboration with implementing partners.

  • Accompany donor representatives and other visitors on project visits

  • Implement fundraising strategy, explore funding opportunities with institutional donors.

  • Actively assist coordination and collaboration between MdM France and MdM Ge in Ethiopia

Programme

· Overall responsibility for the management of the MdM programme in Ethiopia.

· Ensure timely implementation of programmes according to budgets, including monitoring of activities.

· Provide programmatic input during implementation of projects and ensure proactive collaboration, coordination and analysis.

· Continuously assess the needs and adjust the programme to the needs in collaboration with the coordination team.

· Ensure proper and regular project documentation and reporting according to donor and MdM standards

· Provide technical and managerial support to the team according to project objectives and ensure compliance with MdM policies and international standards.

· Conduct regularly team meetings to monitor project objectives and coordinate work/activity plan.

· Ensure adequate data collection and analysis.

· Provide guidance to project staff to follow-up MdM policy, national and international standards.

· Plan needs assessments and baseline surveys to measure programme outcomes and outputs and set-up projects in line with the country strategy.

· Maintain partner MoUs and update renewals based on development of the projects.

· Lead the team in proposal and project report writings

· Ensure technical support to partners.

Country management

· Oversee budget forecast, expenditures level and the budget revision

· Ensure compliance with tax regulations and yearly audit recommendations where required,

· Lead project and strategy planning meetings with team and MdM GE HQ,

· Take the lead in defining the operational and advocacy strategy with HQ

· Ensure that appropriate human resources, administrative, financial and logistics procedures are implemented and maintained in accordance with MdM rules and guidelines by the team and MdM’s partners

· Ensure familiarity with donor compliance issues, ensure all projects are compliant

· Ensure that the Covid-19 protocol is in place and revised when needed

· Coordinate the country strategy revision and update with HQ,

Safety and Security Management

· Manage security and safety and compliance with security regulations

· Assess and monitor continuously the humanitarian and security situation in the country and update MdM Ge

· Ensure appropriate security guidelines are developed, communicated, adhered to and regularly reviewed.

· Ensure timely and accurate security/incident reports

· Contribute to the update of the security package and annexes in cooperation with the Security Advisor at HQ and the Logistic Coordinator

Skills required :

  • Master in Public Health or other relevant degrees required, strong experience of project planning, monitoring and budget follow-up; proposal and report writing skills. Experience in remote-control and remote-management programmes

  • Minimum of 5 years of working experience in planning, implementing and managing of humanitarian or development aid projects withing the health sector.

  • English fluent (speaking and writing), Somali is an asset

  • Experience in local partnership approach

  • Good organisational skills in day to day and crisis situations

  • Excellent communication and team management skills

  • High autonomy is required, ability to classify and manage priorities

  • Interest and ability to work in international teams

  • Excellent computer skills

  • Experience/knowledge of the region an asset

Conditions of Employment

  • Starting date as soon as possible

  • 12 months contract

  • Based in Jigjiga, with frequent travels and work time in Addis Abeba
