Job Description:

Program Management and Reporting

  • The position is responsible for defining the approach to be implemented to realize the relevant project objectives.
  • The position will be responsible for producing the daily, weekly, monthly, quarterly consolidated Reports and work-plans.

When required, position is responsible for working with the MEAL Officer, Career Counsellors, Liaison Advisor and other Technical Specialists.

Technical Direction & People Management

  • Provide technical support to project participants and project team to ensure availability of the technical capacity.
  • Provide specialized career skill development program to the selected participants in Gaziantep and Şanlıurfa through coordination with the Career Counsellor.
  • Collaborate with the Career and Legal counsellors to develop personalized career development plans for selected participants.
  • Conduct researches and analysis on market trends, gaps, requirements and consumer behaviours.
  • Updating Career Counsellors and the Legal Counsellor on the labour market and market demands.
  • Working closely with ERL Technical Advisor, Legal and Career Counsellors
  • Investigate possible workforce need/demand with Chamber of Commerce, İŞKUR and other relevant stakeholders.
  • Build good network with hiring entities within the market and identify opportunities for Market linkages for both the apprenticeship opportunities, SMEs and women cooperatives growth
  • Link participants to decent “on job” training, apprenticeship opportunities in the labor market of both Gaziantep and Şanlıurfa, and conduct follow up field visits to the hiring entities.
  • Link SMEs owners with potential suppliers and market opportunities to sell their goods and services
  • Collaborate with the RECOVER-TR team with preparing and organizing the community campaigns and events in Gaziantep and Şanlıurfa.
  • Conduct employability and soft skills development sessions with the coordination of both the legal and career counsellors.
  • Conduct regular rapid market assessments to gather relevant data with the collaboration of the MEAL team

Networking and Liaison

  • Coordinate in strategic networking with (in collaboration with the Projects Manager), the local governmental institutions, Chambers of Commerce and other relevant actors in the livelihoods sector with a view to profiling WVSR’s work in the sector.
  • Establish mutually beneficial working relationships with strategic partners at the local and area level.
  • Regular coordination with the Projects Manager.

Learning and Innovation

  • Contribute to the livelihood sector specific and/or integrated research, market assessments and learning initiatives with a view to generating lessons and knowledge for program effectiveness.
  • Responsible for generating innovations by working with the Projects Manager.

Contribute in develop brief learnings on the market linkages process over the duration of the project

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

– Minimum 5 years of experience in working with public and private sector entities.

– Demonstrated knowledge and experience in undertaking similar assignments and standardized career guidance expertise.

– Understand the market trends, processes, and Gaziantep/Şanlıurfa job market context.

– Ability to maintain performance expectations in diverse cultural contexts with limited resources.

– Strong understanding of livelihood and job placement methodology for both Syrian Refugees and Turkish communities.

– Good coordination & networking skills.

– Ability to work in and contribute to a collaborative team environment.

– Excellent problem-solving and analytical skills.

– Excellent communication, negotiating, and resource management skills.

Required Education, Training, License, Registration, and Certification

– Bachelor degree is required in Economy/Business Administration/Human Development/Social Science or related field.

– Master’s degree is preferable.

Preferred Knowledge and Qualifications

– Coaching and/or monitoring experience and certification.

– Experience engaging with private sector companies within the Turkish context.

– Experience working with İŞKUR, Chambers, and relevant stakeholders.

– Experience working with Syrian refugees within the Turkish labor market.

Travel and/or Work Environment Requirement

– N/A (Field-based work).

Language Requirements

– Knowledge of Turkish is a must.

– Knowledge of Arabic is preferred.

– Excellent knowledge and communication skills in English are assets.
