Chemonics seeks a market description consultant for the Frontier Health Markets Engage (FHM Engage) program in India. FHM Engage is a global cooperative agreement to provide technical assistance (TA,) supporting local actors to improve the ability of health markets to meet supply-side capacity gaps and consumer preferences, contributing to equitable provision of and access to high-quality family planning (FP) and other health services and products in mixed health systems. Building on over 30 years of USAID investment, FHM Engage focuses on strengthening local health markets by addressing the root causes of market failures in the core market functions to create the necessary behavior change that catalyzes supply and demand and supports sustainable change.
In line with this approach, FHM Engage seeks achievement towards two main results:
- Result 1: Improved market environment for greater private sector participation in the delivery of health products and services.
- Result 2: Improved equal access to and uptake of high-quality consumer driven health products, services, and information.
FHM Engage is in the process of developing its approach and implementation plan for activities in India. This will consist of two distinct work streams: 1) developing an FP market description, and 2) developing a work plan.
The starting point for all FHM Engage’s work is a robust description of the health markets. These health markets descriptions set the foundation for our understanding of the underperformance of the market. The health markets descriptions support discussions with key market actors to diagnose the root causes of underperformance and how the private sector might be engaged to support improved health outcomes. FHM Engage will develop a common methodology to describe a health market including a common market description framework and supporting guidance and tools to apply the approach in a country. FHM Engage is looking for a Market Development Advisor to support the development of the FP market description and work plan development in 1-2 states in India.
This assignment is expected to be near full time over a three-month period. The 50 days of LOE will begin as soon as the advisor is onboarded in January and run through March 30, 2023. The consultant will work in collaboration with several STTA including Market Description Advisors and FP/MNCH Technical Advisors. A high level of interaction with USAID AOR team is expected.

Responsibilities:
- Apply the FHM Engage market description methodology, supporting guidance and tools to gather comprehensive information on supply, demand, and consumer uptake of FP in India
- Develop an FP market description report and slide deck (5 to 7 concise slides) to present the findings.
- Liaise with USAID/Washington and USAID/India to make any necessary revisions to the FP market description report and slide deck.
- Align with Market Description teams in other countries for cross – learning and knowledge sharing
- Review scope of work for FHM Engage work in India (to be shared) and serve as a critical member of the work plan development team
- Attend weekly meetings with work plan development team
- As lead author, draft the FHM Engage work plan in India. Aligns with FHM Engage Technical Director and staff on work plan activities
- Aligns with FHM Engage project management unit (PMU) to ensure technical approach is feasible within budget envelope
- Provides draft work plan to FHM Engage team and incorporates feedback
- Approximately three weeks after draft work plan is shared with USAID, incorporates feedback from USAID/Washington and USAID/India
Qualifications:
- Experience in family planning health markets in India
- At least 10 years of professional experience in providing technical assistance to FP programs.
- Proven analytical and research skills (both quantitative and qualitative)
- Strong technical writing and presentation skills, and ability to communicate effectively to diverse audiences
- Ability to engage and coordinate with a wide range of stakeholders
- Fluency in English written and spoken
- Demonstrated leadership, versatility, and integrity
