Mapping UK Climate Funding Sources

In complement to the NRC’s wider work on climate adaptation actions and mitigation/ clean energy access, the NRC UK representation office is looking for a consultant to identify opportunities for the NRC to access funding from UK-based climate finance actors. Climate finance refers to financing drawn from public, private, and alternative sources that support adaptation actions and mitigation/ clean energy access that will address climate change.

We expect the consultant to provide a mapping of key UK Climate donor trends as well as an overview summary of the top ten climate finance actors in the UK with funding streams directly relevant to NRC. The overview summary of funders should provide the following answers:

  • Funder Strategy
  • Types of Funding Available
  • Potential Size and Duration
  • Management Requirements
  • Eligibility Requirements
  • Reputational Risks and Ethical Considerations
  • Alignment with NRC work
  • Necessary steps and preparations required to be put in place to improve the prospect for future funding

Deliverables

The mapping is expected to be primarily conducted through a desk review, relying on the consultant’s prior knowledge in this field. The survey will cover the UK funding environment. Predominantly it will scope ICF and UK-based private foundations building on a mapping exercise conducted in NRC UK’s Climate Funding strategy. Interviews with key stakeholders at NRC, as well as interviews with donors, may further support the mapping where necessary.

The consultant is expected to produce a climate funding mapping table (presented in an Excel spreadsheet), a written report (approximately 20 pages) and a presentation of the findings to senior NRC staff in a clear and concise format. This involves:

  1. Database of UK Climate Finance Donor Funding Streams: This should include basic information related to each funding mechanism such as geographical interest, thematic interest, sector-specific programming, types of funding available, funding mechanism, potential scale and duration, and expenditure trends (to be presented in an Excel database).
  2. Overview Summary of the Top Ten Opportunities for NRC : Based on your understanding of NRC’s operations, this should provide a concise two-page overview of each of the ten most relevant opportunities, highlighting how each aligns with NRC including answering the questions outlined above in the study purpose.
  3. A PowerPoint Presentation: A presentation summarizing the UK Climate Funding Donor landscape, the top ten most relevant actors for NRC and the specific recommendations regarding actions required to secure future funding (up to 12 slides).

The consultancy is scheduled to take place from October to December 2023, spanning 15-20 days of work. The NRC UK representation office in London will oversee the management of the consultancy, although the consultant can work remotely

Consultant profile

NRC is seeking a consultant with the following skills and experience:

  • Extensive direct experience of working with or for UK climate financing mechanisms.
  • Previous experience in conducting reviews, evaluations and research intended for senior management, preferably for humanitarian organisations
  • In-depth knowledge of relevant climate actors (climate funds, UN family, MDBs and DFIs, UK government and foundations)
  • Experience with and knowledge of the humanitarian sector, including humanitarian operations.
  • Ability to connect the dots between climate finance and the humanitarian sector
  • Experience conducting organizational mappings and reviews, preferably for non-governmental and humanitarian organizations.
  • Availability to start working from October 20th

  • CV highlighting the consultant’s qualifications and relevant experience.
  • A letter of interest describing how the consultant will address the deliverables outlined above
  • At least 1 work product from other projects undertaken by the consultant within the past 5 years, with particular emphasis on projects of similar scope and effort.
  • Detailed price quote for the services. The required currency for all pricing information is GBP.
  • A signed copy of the document “Annex – Suppliers Ethical Standards Declaration”

All consultants, ltd or sole traders, must be registered in accordance with the legal requirements at their base. The consultant must be able to submit documentation that proves that they are meeting all legal and tax obligations for the consultancy.

Notification: Successful candidates will be notified by Oct 18th

Interviews: an interview to clarify the offer and discuss the terms will commence on Oct 20th
