Terms of Reference(ToR) for

Development of comprehensive manual on tannery solid waste management and possible conversion into valuable product/s, and preparation of Teaching, Training and Learning Material (TTLM) of same.

  1. Background

Solidaridad, Ethiopia is currently implementing initiatives in the cotton, textile, leather & coffee commodities in collaboration with the Ethiopian government and private sector partners & stakeholders.

Solidaridad established a country office in Ethiopia since November 2015 with registration # 3531. The office re-registered on July 11, 2019 under the CSO proclamation 1113/2019. Currently, Solidaridad, Ethiopia with other two consortium members have been undertaking EU funded project called LISEC-JOBS. The main objective of the project is to strengthen social cohesion by supporting local economic and social development initiatives, especially for women and youth living in Modjo area; and enhancing industrial and labour relations. Specific objectives of the project are: to improve skills and access to decent and green (self) employment opportunities for youth/women and nearby communities around leather industries, to improve the capacities of tanneries and other leather actors in waste management and manufacturing practices, and to improve social cohesion in Modjo and nearby communities.

In an effort of realizing the broader objective of the project initiatives, Solidaridad Network, Ethiopia office is currently working towards strengthening the overall technical knowledge and understanding of the core project actors and beneficiaries on the theories, best practices and other elements and/or aspects of tannery solid waste management and it conversion into valuable products. To this end, the project office in Ethiopia seeks to engage global renowned international research and/or academic (training) institutions to develop a comprehensive training module on the management and utilization of tannery solid wastes.

  1. Needs and Objectives of the Present Assignment

The key objectives of the assignment under this terms of reference document are

  • to develop a comprehensive training module that includes all possible tannery solid waste management and its conversion into valuable product/s along with the Teaching, Training, and Learning Material (TTLM)
  1. Scope of Work and Expected Outputs/Deliverables

3.1 Scope of Work

The specific tasks for the contending international research and/or academic (training) institution under this ToR shall include:

  1. Undertake the research and analyze all the necessary documents/training modules, and training materials to fully understand the ground situation and existing training materials and contents of the same available for training of tannery operators and leather manufacturing experts in the areas of solid waste management and utilization (including the existing curriculum and/or syllabus for Leather Manufacturing Technology (LMT) undergraduate (B.Sc.) program and other relevant training manuals and materials being used by such as former LIDI (Leather Industry Development Institute) now called Leather and Leather Products Industry Research Development Centre(LLPIRDC).
  2. Based on this assessment, develop a comprehensive tannery solid waste management and its conversion into valuable product/s and training module along with the Teaching, Training and Learning Material (TTLM); (with a specific focus on tannery solid management and its conversion into valuable products).
  3. Provide the draft module with key experts including governmental support Institutions and the project team for review.
  4. Organize and conduct a validation workshop for the developed manual and the produced TTLMs.

3.2 Final Deliverables

  1. Situational Analysis report produced as a result of #1 of the scope of work.
  2. Draft documents for the w management and possible conversion into valuable products TTLMs.
  3. Comprehensive training module along with the Teaching, Training and Learning Material (TTLM);

3.3 Timeframe and deadlines

The expected timeframe for the assignment under this ToR document is to be completed within two months upon signature of the mal contract agreement.

3.4 Reporting Requirements

The international research and/or academic (training) institution will submit the reports and related documents to Solidaridad Ethiopia Country Office (located in Addis Ababa) to the project team biweekly to share the progress of activities under this contract and certify that the works, tasks, assignment have been satisfactorily performed.

  1. Requirements for Experience and Qualifications
  • An established expertise in leather research and/or tannery solid waste management and utilization, with the submission of relevant CVs of experts employed in this activity. A dedicated focal point (team leader) is also required to be assigned.
  • Assigned staff of the institution shall have a minimum of ten years of work experience in relevant fields, with demonstrated knowledge and experience in conducting need assessments and developing training modules/curriculum, training materials, TTLM, etc; in the areas of leather manufacturing/processing technology and tannery solid waste management and utilization technicalities.
  • Work experience on similar assignments
  • Excellent writing, editing, and oral communication skills in English.

The project seeks to identify overseas-based international research and/or training institutions that fulfill the above criteria and have demonstrated the ability to involve key local project beneficiaries and stakeholders to fully understand the ground local context/situation and bring a wider perspective in accomplishing the envisaged assignments under this ToR document.

  1. Documents to be Included when Submitting the Proposals

While submitting the Technical Proposal, the applicant shall, in particular, ensure to attach the following:

  1. Profile of the institution/company, explaining why they are the most suitable for the work.
  2. Relevant Experience of the institution.
  3. Detailed methodology and conceptual framework with expected deliverables and timelines.
  4. Recent CV of the experts.
  5. Legal and valid registration of the institution from its country of origin
  6. Financial Proposal

For this assignment, Solidaridad Network, Ethiopia office has a budget line and the institution has to provide its financial proposal indicating cost breakdown.

The financial proposal shall specify a total lump sum amount (including a breakdown of costs for fees, travel, number of working days, etc.). Payments will be made in installments based upon key outputs of the services specified in the TOR.

The payment of project charges will be as follows.

  • 30% of the project charges will be paid on signing of the contract and submission of a blueprint (Inception report) including the work plan and methodology for the assignment (in English).
  • 40% of the project charges will be paid on submission of a draft comprehensive training manual/module and draft TTLMs (in English).
  • 30% of the project charges will be paid on submission of final and agreed-on documents (comprehensive training manual/module and TTLMs) after incorporating comments from the validation workshop (in English).
  1. Evaluation

The institutions/firms should deliver a separate technical and financial proposal that will be assessed as follows:

  • Technical proposal: 70 Points
  • Financial proposal: 30 Points

How to apply

Interested eligible bidders may submit their proposal in through email (technical, financial proposal and supporting legal documents). The bid, as well as all correspondence and documents relating to the bid, shall be written in English language. All financial information should be provided in EURO (€).

The bidder is expected to submit both technical and financial proposals along with other legal supporting documents to [email protected] with the title <Manual Development-Solidaridad Ethiopia>.

Institutions/organizations/research centers can only apply within 10 days after this ToR was released at ILM.
