Job Description

In accordance with the Vision, Purpose, and Values, and strategic direction of the Vancouver Island Health Authority (Island Health) patient and staff safety is a priority and a responsibility shared by everyone; as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.

Reporting to the Director, Workforce Scheduling Optimization, Analytics, Quality Improvement and Education, the Manager, Workforce Optimization participates in the planning, development, implementation and evaluation of workforce optimization initiatives for the organization. Working in partnership with the Workforce Scheduling team, the Manager promotes teamwork, professional development, and accountability. The Manager is responsible for leading all aspects of the planning and directing of the day to day activities of staff in the Rotations and Workforce Optimization teams. The Manager works closely with Operations leaders and a variety of other partners including Human Resources, Decision Support, and Financial Analysts using current advanced analytic modelling and operations research techniques to devise staffing solutions which optimize resource allocation, and supports the most effective schedules and scheduling processes. In addition, the Manager leads and supports the development of programs to assist operational leaders in the optimization of the workforce at the unit level, and provides support in data analysis and decision support at Director, and Executive tables across the organization.

QUALIFICATIONS:Education, Training And Experience

A level of education, training and experience equivalent to a Bachelor’s degree plus seven (7) years’ of recent related experience in leading people, process improvement, and data analysis.

  • Demonstrated leadership ability and highly developed interpersonal and communication skills with the ability to effectively promote clear expectations, accountability and team problem solving.
  • Ability to lead, supervise, coach and mentor staff.
  • Comprehensive knowledge of human resources and scheduling datasets.
  • Knowledge of current health care issues and trends, HR systems and transaction processing, workforce planning and HR reporting.
  • Ability to foster effective working relationships, both internal and external, at all levels.
  • Ability to use initiative in problem-solving and arrive at creative solutions.
  • Effective verbal and written communication skills.
  • Excellent organization, presentation and problem-solving skills.
  • Flexible attitude, open-minded and the ability to adapt easily to change.
  • Ability to operate related equipment including relevant computer software applications, including statistical and analytic applications.
  • Demonstrated ability to analyse/interpret, manipulate/extract data and use statistical concepts.
  • Ability to think systematically and strategically, in order to innovatively lead, influence and develop others in the pursuit of organizational objectives.
  • Detailed knowledge of project management and change management principles and methodologies.
  • Physical ability to perform the duties of the role.
