JOB DESCRIPTION/SCOPE OF WORK

Position Title: Manager, Supply Chain Information Systems

Location: Abuja Nigeria

This scope of work (SOW) sets forth the services to be provided by the Manager, Supply Chain Information Systems to SAII Associates Ltd/Gte, an associate company of Chemonics International Inc. in the implementation of the Global Health Supply Chain- Procurement and Supply Management (GHSC-PSM) project.

Background: The purpose of the USAID Global Health Supply Chain Program–Procurement and Supply Management single award IDIQ contract is to ensure uninterrupted supplies of health commodities to prevent suffering, save lives, and create a brighter future for families around the world. The IDIQ has four task orders that directly support the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), and USAID’s family planning and reproductive health program. GHSC-PSM provides health commodity procurement services and systems strengthening technical assistance that address all elements of a comprehensive supply chain. All four task orders are implemented in Nigeria.

The Manager, Supply Chain Information Systems will provide technical management and coordination for all supply chain information systems activities, across all task orders in the Global Health Supply Chain Procurement and Supply Management (GHSC-PSM) Nigeria.

Principal Duties and Responsibilities (Essential Functions)

The supply chain information systems manager will

  • Manage all supply chain information system operations and implementation, comprising internal and external engagements for the development of a supply chain control tower and related projects.
  • Evaluate and recommend appropriate supply chain information system solutions to support MIS activities for the GHSC-PSM project.
  • Facilitate and aggregate user requirements, definitions, and documentation, including wireframes, for information systems meetings and workshops.
  • Develop implementation strategies for all supply chain information systems to ensure synergies across information systems both internally and externally.
  • Coordinate the assessment and evaluation of MIS activities.
  • Support the development and deployment of appropriate MIS applications for use by the PSM Nigeria project and other relevant implementing partners.
  • Coordinate training and capacity development activities for supply chain information system applications users and stakeholders.
  • Establish and coordinate the processes for troubleshooting management information system applications, monitoring, and recording incidents, and communicating findings to all relevant units.
  • Support data collection, validation, collation, dissemination, and use to inform decision-making.
  • Coordinate the data governance efforts of the project to ensure best practices in the management of project transaction data.
  • Coordinate the compilation of important documentation to transition information systems to the GoN and other stakeholders.

Job Qualifications

  • A bachelor’s degree in computer science, computer engineering, information systems, information technology, or related sciences or a master’s degree in management information systems, information communication technology, computer engineering (with a focus on information systems), or computer science is an added advantage.
  • At least 6 years of work experience in mid-complex data setting and managing information systems management.
  • Knowledge of data management and analysis processes and tools, e.g., Excel, Python, R, MySQL, Tableau, GIS software, etc.
  • Proficiency in working with ERP software
  • Strong analytical and problem-solving skills
  • Good project management skills
  • Strong skills in the interpretation and evaluation of data are required.
  • Strong oral and written communication skills are required.
  • Excellent technical writing and oral presentation skills are highly desired.
  • The ability to manage oneself and lead a team
  • Ability to facilitate training or workshops and present technical and strategic information data in a clear and concise manner to audiences with varying degrees of knowledge and experience in information systems.
  • Knowledge of the Nigerian public health sector

Supervision

TheManager, Supply Chain Information Systems, will report to the Senior Program Manager, MIS Business Intelligence & Operations.

Working Conditions/Duration of Assignment

This is a long-term position for the life of the contract based in Abuja, Nigeria.
