This Opportunity:

The Monitoring, Evaluation, and Learning (MEL) Manager will have overall responsibility for assigned MEL activities in support of the Data for Implementation (Data.FI) project in Central America. This may include the development and implementation of project performance monitoring plans and MEL capacity building. The MEL Manager will work closely with the Regional Technical Director and other project staff to ensure that program activities are well implemented and sufficiently documented.

The Data.FI project helps El Salvador, Guatemala, Honduras, and Panama strengthen and sustain access to mission-critical, high-quality data to accelerate HIV and COVID-19 epidemic control. The project provides end-to-end solutions from streamlining information needs, to building sustainable and scalable data systems that support continuity of client care and robust analysis.

Reporting and Supervision:

Reports to the Data.FI Regional Technical Director based in Guatemala City, Guatemala. The MEL Manager will work in collaboration with project staff in El Salvador, Guatemala, Honduras, and Panama.

Primary Duties and Responsibilities:

Lead / contribute to the design, implementation, and use of M&E systems at the project level, including:

  • Maintain and curate the Data.FI Excel-based results database and results archive
  • Maintain Teams-based Workplan Tracker(s) to monitor activity implementation and support project results reporting (Task Planner)
  • Design and develop compelling analyses and dashboards to track and visualize data using Microsoft Excel and/or business intelligence tools
  • Collaborate with the Regional Technical Director and HQ MEL team to extract meaning and learning from the results and prepare success stories, progress reports, case studies and other knowledge management products as required
  • Create and revise data collection tools for project results reporting
  • Review project indicator results reported to determine if they meet the indicator definition, and work with activity leads to ensure proper documentation is on hand
  • Build capacity of project and country teams on M&E though training workshops, coaching, and mentoring, particularly understanding relevant indicators and how to document them as per the project MEL plan and resources
  • Develop draft MEL frameworks, logic models, theories of change, indicators, and indicator reference sheets on an as needed basis for new USAID work, indicator harmonization exercises, and proposal submissions
  • Work with the HQ MEL team to innovate on processes and approaches to encourage MEL reporting on the project
  • Support protocol development, data collection instruments, data analysis and report-writing for targeted quantitative and qualitative learning assignments
  • Assist with other tasks as assigned.

Key Competencies Required:

  • Strong familiarity and demonstrated professional experience in monitoring, evaluation, and learning, with a preference for global or regional experience in HIV/AIDS, COVID-19, or other global health programs
  • Demonstrated experience developing and implementing PMPs or other results frameworks, with strong familiarity with development and use of project indicators
  • Skilled in making highly visual, compelling PowerPoint presentations utilizing qualitative and quantitative data, distilling key points and ideas
  • Experience or interest in digital health, data analytics, and data use is an asset
  • Demonstrated skills in capacity building through technical assistance and coaching both face-to-face and at a distance. This includes strong skills in public speaking and delivering trainings and workshops
  • Ability to work cross-culturally with flexibility across time zones, accommodating meeting times beyond the regular workday when required
  • Professional oral and written communication skills in Spanish and English required
  • Ability to use Microsoft Office suite, including Excel and PowerPoint required
  • Ability to travel in the Northern Central America region if required.

  • Guatemalan citizen or legally authorized to work in Guatemala
