JOB SUMMARY: The Manager Information Management (IM) will assume primary responsibility for developing and maintaining the data management system. The Manager IM will be responsible for ensuring all relevant mission data is collected, stored, analyzed, and presented in an accurate and timely manner. The Manager IM also holds ultimate responsibility for developing and disseminating data management SOPs and data protection protocols so that data is entered and managed correctly by IMC staff.

Relevant mission data consists of primary data collected by IMC staff and secondary data provided by third-party sources. This includes, but is not limited to, mobile survey data, spreadsheets, databases, and CSV data files. Accordingly, the manager IM is expected to connect and transform data so that it can be analyzed and reported upon in a coherent and commensurable manner. Similarly, the Manager IM must maintain an organized and current data model.

Moreover, the Manager IM will be responsible for building the capacity of IMC teams through trainings, workshops and the provision of technical support when required.
The IM Manager will be in regular contact with both filed teams and headquarters .

MAIN TASKS AND RESPONSIBILITIES

IMC’s policies, guidelines, and procedures

  • Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards within IMC and amongst its beneficiaries.
  • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the Code of Conduct, ethics, values, and standpoint with regards to internal and external actors.

MEAL System

  • Review, analyze, and evaluate current information / data management systems and program user needs to provide recommendations and solutions to the country program
  • Develop technical solutions for the transfer of data from third-party sources into the IMC data management system
  • Liaise with third-party data providers to establish mechanism and procedures for appropriate data transfer between IMC and third parties.
  • Coordinate with relevant program staff to ensure timely and complete use of the IM systems to manage beneficiary and monitoring data
  • Develop information management (IM) strategy and guidance that encompasses all platforms used for IM in the country office
  • Systematically review datasets for discrepancies or errors based on data quality SOPs and on correcting any incompatibilities where possible.
  • Maintain an accurate and updated representation of the overall data model.
  • Ensure tools and systems are in place for learning and decision making on the needs of vulnerable groups, including fields for disaggregation of all data by sex, age, disability status, and others as applicable.

Data System Technical Oversight

  • Coordinate regular visits to health facilities, centers and community outreach sites to provide feedback and training on their use of the system and verify data quality.
  • Lead technical support for the system, by ensuring optimal performance of data management system, including assistance in planning, developing and implementing system updates, and testing the updates of the PHC department systems.
  • Prepare SOPs for data management system for different types of users, and functionalities.
  • Administer, maintain, develop and implement policies and procedures for ensuring the security of the databases.
  • Support or lead drafting of technical documentation for the data management system in coordination with Headquarters.

Capacity building

  • Provide training/workshops and regular refresher trainings for program staff on the use of the data management system and tools.
  • Deliver training and support field enumerators and partners on data capture, analysis and use.

Presenting information

  • Leads or supervisors the production of knowledge products, including program information flyers, maps, dashboards, trends and graphs using program data.
  • Prepare epidemiological reports, situation reports, and analyses of project performance as required.
  • Prepare information and knowledge products and presentations for country, regional and global technical meetings.
  • Provide summary epidemiological reports to health facilities for decision-making and trend analysis as requested.
  • Supports the centralization and geographic mapping of program and contextual information to inform high-level decisions and strategy.

Job Requirements

MINIMUM QUALIFICATIONS

  • Typically, a bachelor’s degree in information management, computer science, data science, or a related field, with experience or background in data management system. Equivalent combination of relevant education and experience may be substituted as appropriate.
  • Typically, 5+ years of applied experience with a humanitarian organization in Information Technology and data management system.
  • Experience with GIS software such as QGIS; ArcGIS, MapInfo, or MapBox.
  • Highly proficient in data visualization, proficiency in Power BI is essential.
  • Should be highly computer literate, with demonstrated experience with database development and management.
  • Expert in query language and APIs
  • Excellent data transformation abilities, able to demonstrate the ability to logical relationship between related, but differently organized data sources.
  • Demonstrated experience in national epidemiological surveillance systems and morbidity classifications such as International Classification of Diseases (ICD)
  • Experience with handling and protecting confidential data including health information and establishing data security systems.
  • Good knowledge in statistics, data analysis and relevant areas of data management.
  • Proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
  • Personal and organizational skills, including time management and the ability to meet deadlines.
  • Experience working with ministries and various non-governmental agencies and stakeholders and ability to follow up with the different departments.
  • Strong training facilitator/presentation skills.
  • Strong communication and interpersonal skills
  • Familiarity with Health information systems, such as DHIS2
  • High-level English proficiency (Speaking – Reading – Writing.
  • High-level Mission’s LANGUAGE proficiency (Speaking – Reading – Writing).
