Last Mile Health’s Health Systems Strengthening (HSS) team is a multidisciplinary team that works in partnership with our country teams to design, scale, strengthen, and sustain government-led community health systems, and amplify that work globally. The Health Financing practice within the HSS team builds LMH’s knowledge base and skill set on using health financing data, analyses, and learnings to mobilize resources and strengthen the financing of community health systems at the country and global levels.

The Manager, Health Financing will support and advise our country teams as they engage and work with Ministries of Health and partners in the area of community health financing. This position will report to the Director, Health Financing and will manage and contribute to selected country and global projects with a prioritized focus on performing technical analyses and providing research assessments, briefings, and guidance to support LMH’s health financing portfolio of work. The Manager will also develop and cultivate internal and external relationships relevant to health financing work streams.

This position is only open to candidates who are currently located and authorized to work in Ghana.

What You’ll Do

  • Provide technical and analytical support in the areas of health financing and governance, cost and cost-effectiveness analysis, resource mobilization, innovative financing mechanisms and strategic purchasing.
  • Provide briefings and recommendations to managers and decision-makers.
  • Develop and deliver a range of materials to various internal and external audiences to share analytical findings, recommendations, and to inform key policy decisions.
  • Support LMH’s country and global policy and advocacy efforts, including generation and packaging of evidence.
  • Lead cost and cost-effectiveness analyses of community health services and programs, including developing costing projections and estimations using standard costing tools.
  • Manage resource mobilization, including tracking funding opportunities and developing inputs and analyses in calls for proposals.
  • Conduct resource mapping and tracking, including identifying and developing tools and processes for improved resource mobilization, allocation, and management.
  • Analyze strategic purchasing and payment mechanisms for primary healthcare services.
  • Manage specific projects from start to finish, including project design, execution, and delivery.
  • Represent LMH with external stakeholders, share lessons, and help the organization build new partnerships for impact.
  • Support HF practice in relation to new initiatives and work streams as needed.

What You’ll Bring

  • Bachelor’s degree in economics, public health, international development, political science, or a related field
  • Demonstrated experience in economics, health economics, public policy, public sector financing, or public health, in partnership with government counterparts or other policymakers
  • Previous work experience in applied health financing and governance, health economics, and health systems strengthening
  • Experience and knowledge related to the technical components of health financing (e.g., costing and cost-effectiveness analysis, resource mobilization, strategic purchasing, national health accounts exercises, resource mapping)
  • Experience working with governments in a technical advisory role, especially developing research or other communications materials for policymakers.
  • Experience working with major donors, knowledge of funding cycles and proposal development
  • Quantitative analysis experience and skills, especially experience using standard costing tools and developing costing exercises
  • Direct experience in health policy analysis in low- and middle-income countries, or resource-limited settings

  • You have graduate-level training in economics, public policy, public affairs, international development, or public health, is preferred.

  • Demonstrated ability to multi-task in a time-sensitive manner.
  • Fluent in English and excellent verbal, and written communication skills.
  • Intermediate or advanced experience with MS Excel and/or proficiency with data management and analysis tools.
  • You possess strong communication and interpersonal skills; the ability to interface with diverse stakeholders in a range of multi-disciplinary settings.
  • You have strong project management skills and experience, ability to multitask and bring robust time-management skills in a fast-paced environment.

Compensation for this position:

The Band for this position: GHA-3

For Ghana, the range is $37,000 – $51,000 USD depending upon experience doing an equivalent role.
