Org. Setting and Reporting

The Manager Financial Information and Accounts Payable reports to the Deputy Director of
Finance and Chief Accounts Division.
Responsibilities
– Provides leadership to ensure efficient functioning of Accounts Payable Section and manage
day-by-day operations; plans, leads, monitors, and evaluates the section’s staff performance;
provides technical guidance and ensures that the staff are sufficiently trained to perform their
functions.
– Initiates and implements improvements to relevant UNRWA procedures by proposing
policies, systems and procedures covering Accounts Payable operations; ensures compliance
with procurement manual on all payments related transactions; approves payment vouchers
and other transaction documents.
– Prepares and consolidates Monthly financial reports to internal and external parties after
collating, verifying, and analyzing the data to publish on a monthly basis; supports Agencywide
publication of data on external platforms such as (International Aid Transparency
Initiatives IATI); coordinates inputs from all divisions, reviews and submits data and
information for internal and external reporting such as annual operation report.
– Assists her/his supervisor with a variety of special assignments and initiatives requiring
extensive research, data analysis and coordination as required; acts as a focal point for such
department wide initiatives, priorities and special projects; coordinates and collate data, inputs
and provide summary reports and develop communication materials, as required.
– Provides authoritative advice to her/his supervisor on matters pertaining to policies, controls,
and procedures related to payments Agencywide; advises on prioritization of payments
Agency-wide in line with funds availability in coordination with Treasury Division and field
finance offices.
– Manages processes related to Agencywide write offs, write backs, and ensures closure of
Accounts Payable module within the stipulated deadlines; analyses and confirms balances,
provides summary reports on liabilities outstanding Agencywide.
– Manages the responses to internal and external audit requests and reports for the areas of
responsibilities; is responsible for review and updates of notes to the financial statements
pertaining to the areas of responsibilities.

Education
– Advanced university degree (Master’s or equivalent) from an accredited educational
institution in accounting, finance, public or business administration, or related field.
– Membership in a professional body of accountants (e.g., Institute of Chartered Accountants,
Institute of Certified Public Accountants).
Job Specific Qualifications
Work Experience
– At least eight years of progressively responsible and relevant professional experience in
finance, accounting or business administration is required.
– Four years of relevant work experience in a senior supervisory position in a large
international, governmental or commercial organization in areas of financial accounting,
experience working with contemporary ERP system is required.
– Unless already serving as an international staff member in the UN Common System, a
candidate for an international post must have at least two continuous years of relevant
international experience outside UNRWA, and outside the country(s) of which the candidate
is a national or holds citizenship, a passport, or a national identity number is required.
Membership in a professional body of accountants (e.g., Institute of Chartered Accountants,
Institute of Certified Public Accountants) is required.
– Working experience with either International Public Sector Accounting Standards (IPSAS)
or International Financial Reporting Standards (IFRS) is desirable.
Languages
Excellent command of written and spoken English.
Assessment
Evaluation of qualified candidates may include an assessment exercise which may be
followed by competency-based interview.
Special Notice
Type of Contract and duration: 2 years, with the possibility of further extension.

considered. The PHP should be completed with full relevant work experience as per the
requirements in the Job Opening, in order to be considered.

Equivalency:
A first level university degree in combination with two additional years of qualifying
experience may be accepted in lieu of an advanced university degree.
NB: work experience alone or formal qualifications with no relevant work experience are not
considered an acceptable combination.
